a. The p4 Initiative

The p4 initiative is based on a central unifying framework: People, Planet, Place, and Performance. Launched in 2015 to create a new sustainable, innovative, and inclusive model for development and design, p4 aims to establish Pittsburgh as a “city of the future.” In the past couple of decades, Pittsburgh has not only recovered, but transformed dramatically since the steel industry’s collapse. This transformation will continue through a major new wave of development, representing approximately 500 acres across the urban core. This development potential and the manner in which it is guided, will influence Pittsburgh’s built and natural environments, and communities for generations to come.

What does the application of these measures on future developments mean to you personally, the civil & environmental engineering profession and Pittsburgh in general?

Introduction
Although Pittsburgh has undergone a massive transformation for the past one decade, still much need to be done. Better is never good enough to warrant a break and, therefore, it is crucial to continue redeveloping the city to benefit the current and future generations (Peduto, 2016). Pittsburgh city is at the most important point in its entire history, owing to much increased economic opportunities and sustainability. Most American engineers, designers, and architects view the city as a potential model of redevelopment, but with so much work to do. Measures formulated in 2016 on how the development committee will progress and the parties that will benefit may define the operations of the city for decades to come (Peduto, 2016). The p4 program builds upon the city’s global relationships with other cities, green technology innovators, advocates for inclusion and equality, universities and internationally distinguished architects, and designers to implement an inclusive and sustainable approach to urban development, building, design, and employment. The main objective of the p4 initiative is to make Pittsburgh a world-class and modern city that benefits both its citizens and environment. Most of the traditional cities are marred with huge inequalities regarding wealth distribution, incomes, education, the and health.
Moreover, traditional cities have been designed so poorly that various industries, people, motor cars, and airplanes contribute massively to the pollution of the environment (Peduto, 2016). In turn, pollutants have played a key role in the destruction of biodiversity and an increase in global temperature. The measures formulated in the p4 initiative have been designed to ensure that people live harmoniously with each other as well as with their surroundings. Therefore, the program aims to apply engineering and architectural designs that will promote sustainability. Engineers have formulated sustainability principles and included them in the city’s plans, which will act as precursors for future development to ensure that there will be no time in the future when the city will go back to the unsustainable practices (Peduto, 2016). Various metrics have also been established to evaluate large-scale redevelopment and determine the manner in which public incentives should be awarded based on the environment and public health impact, social equality, design, transportation, and mobility. Application of measures contained in the p4 initiative could the mean that the future of Pittsburgh, in general, is great. They could also transform the field of engineering for massively as it will be discussed in the following paragraphs.
What Does Implementation of P4 Initiative Measures on Future Development Mean to Me?
The application of p4 initiative measures on future developments means a lot to me as an individual (Peduto, 2016). Implementation of these measures could mean increased opportunities regarding education, employment, and conduction of business — the formulators of these measures intended to create a city where every person will have equal chances of accessing education, employment, and doing businesses irrespective of their race, political position, and affiliation or social status (Peduto, 2016). Living in such an ideal place could mean that one can access healthcare in equal measures with other people regardless of their background. As indicated earlier, Pittsburgh has been transforming tremendously such that in 2015, it was ranked 26th in the list of cities with fair distribution and reduced income gap (Deto, 2017). It is evident that the city has made huge strides regarding inclusion. The city has achieved this by increasing the productivity of its citizens, through innovation, and upgrading the skills of its people, which increases their labor value.
Regarding the most prosperous cities, Pittsburgh was ranked 3rd in the United States in 2015 (Deto, 2017). Thus, the idea of economic equality across all demographics is not a new concept in Pittsburgh and authorities in this city have strived to achieve high levels of inclusion with the aim of improving the livelihoods of minority and low-income residents. Pittsburgh has been investing in sectors of high productivity, the making it one of the best employers in the United States. In 2015, the city increased its investment in computer systems design by a massive 58% and scientific, management, and consulting services by 28%. Sectors such as tech are growing at a higher rate, and several parent companies are being established or moved to the city, a feat that has increased the Gross Metropolitan Product of the city by 13% (Deto, 2017). The measures contained in the p4 initiative would accelerate such achievements, meaning that income gap and other forms of inequality such as employment, health, and education will tremendously reduce. The opportunity and economic measures aimed at strengthening inclusion idea, which could mean that individuals will have equal chances of getting prestigious jobs, accessing better education and healthcare as well as doing any form of business as long as it is legal. The measures of the p4 program could also mean living in a clean and safe environment after measures such as energy, air, and rainwater are implemented (Morrison, 2018). In the future, the city anticipates to move off the fossil fuels and embrace other sources of energy that do not contribute to emissions of greenhouse gases that increase the risk of global warming. The P4 initiative also aims at applying engineering designs that will prevent destruction associated with rainwater and allow safe collection of this water for use in domestic and industrial activities. The program also aims at using air metrics to measure the emission and the number of greenhouse gases in the atmosphere to apply the techniques to mitigate the release of these pollutants into the air (Morrison, 2018). Also, with the increased rate of employment and business opportunities, the crime rate will reduce significantly. All these factors combined will make Pittsburgh a clean and safe place to live.
What Does Implementation of P4 Initiative Measures on Future Development Mean to Engineering Profession
There are some insights engineers can pick from the p4 initiative measures, which include adopting a collaborative strategy with the community before laying down their structure (Peduto, 2016). People living in a certain region are more knowledgeable about that area than engineers who have been hired from different parts of the country or the world. By engaging the community, engineers can get crucial information on security, weather patterns, and the probability of natural disasters. Although some of this information could be available on the internet, engineers and architects can get crucial information from members of the community or community organizations, which will help them to effectively design and construct structures with sustainability aspects (Peduto, 2016).
Further, obtaining such information is crucial because it helps engineering professionals to avoid violating particular cultural and historical values of people living in a particular area. Community organizations will also air their development interests and any structure elevated should conform to such interests and needs. For instance, before building water collecting structures in a particular place, engineers should fully engage the community to know the exact place where such a structure should be constructed to avoid collision with other sectors and for s...
