Background Information
Food Angel Foundation is an organization in Hong Kong that feeds the needy by collecting surplus food from different food manufacturing industries that would otherwise be wasted. Since its launching in 2011 by Bo Charity Foundation, the foundation has partnerships with some organizations to collect the food before it spoils. Food Angel follows strict protocols to prepare the food to guarantee a safe food supply to the poor. The processing takes place in the central kitchen then goes directly to the underprivileged people in Hong Kong while still healthy and nutritious. Under the mission statement "Waste Not, Hunger Not, With Love," the organization has been spreading the love to the needy by distributing ready food to the poor by avoiding surplus food disposal.
Additionally, Food Angel Foundation has a vision statement that promotes its goal. The statement says, "Let lives be enriched through giving and receiving." The statement describes the entire process the organization takes before reaching its goals of feeding the underprivileged. The organization receives surplus food from different food processing industries, ensuring it is safe and healthy before supplying it to the needy. The organization believes in working together with their partners to reduce food waste and show love to the people to require food assistance.
Through the board of directors led by the chairman Mr. Antony Leung and founder Ms. Gigi Tung, the foundation has gathered more than 50 partners. Within a week, the whole food collected is approximately 35 tonnes, enabling them to have more than 2,000 food packs daily and 10,000 meals. Different donors supply food surplus in forms that are specific to their production. For instance, the foundation accepts donations like dry food and drinks with intact packaging, with at least two weeks expiry time remaining, fresh food, chilled food, bakery items, and cooked food. The organization has different food collection points where donors deliver the products. 
Food Angel Foundation targets to help different groups of people. The elderly are on the priority list of the organization. Apart from food donation, friendship, love, and care also give the old a reason to continue living. Making them feel happy and rebuilding their confidence fulfill the goals of the foundation. Moreover, the vulnerable older people get to have more services, including medical care for the chronically ill and mobility impaired. The foundation also adopts the isolated and lonely ones. With the help of the logistics team, the collection of the surplus and supply of food to the needy is possible. The team works with six trucks with frozen amenities and 25 light vans to supply the foods. 
Project Description
For years, Food Angel has been a source of hope to many underprivileged people in Hong Kong Communities. The growing concern of food wastage and the environmental cost were the reasons for the birth of the remarkable initiative. Collecting extra food and distributing it to the poor helps to reduce careless food disposals hence solving the hunger issue while reducing the environmental pollution. Food Angel has played an enormous responsibility of rescuing the food and delivering it to the needy, solving the problem of wastage and hunger.
Since the program's launching in 2011, Food Angel has been working to ensure they cherish the food and avoid wastage. Through different programs, the foundation reaches many people and informs them of saving food. For example, they host programs in schools where they educate the children about food rescue through field trips, food upcycling workshops, and reward schemes to understand the value of showing love to the needy.
Besides, they also engage in corporate social responsibility (CSR) by encouraging them to support the foundation's mission. The organization uses different tactics to convince the various corporate. Some of the activities include talks, food preparation programs, food recycling workshops, and community events. The combination of the different activities targets individuals to understand the value of food. Finally, the Footstep Journey promotes the value of saving food and caring for the needy. The participants learn the importance of being "Food Smart" and challenge themselves to reduce food wastage individually. They get to create Rice Warriors who believe that without pain, they will not succeed. They have to thoroughly examine their failure and come up with individual responsibility in the food rescuing process. 
Purpose of the Project
The project seeks to understand the goals and objectives of the organization. It leads them to the different steps they have to take towards ensuring they achieve them and determine if they are working well. It will decide if the foundation is on the right track or come up with different programs to help in promoting the success of the foundation. Additionally, the project analyzes the organization's level in delivering the goals and if they have the opportunity to offer more. It will secure the different capabilities they can achieve and advise them to exhaust all the available possibilities. Lastly, the project will develop general recommendations regarding the foundation to keep them on the right track.
For the project completion, a report will be delivered in three months with all the work the evaluation team has done. The information can act as a referral point for the donors and other partners to inform them of the project's progress and show them the final achievements, thus encouraging them to continue supporting the project. The final report must answer all the Terms of Reference (ToR) questions giving them a transparent report covering all Food Angel's areas of operation, how they achieve the objectives, the point they are at, and how they can improve.
Objective and Scope of the Evaluation
The evaluation process has three main objectives.
1 To analyze the annual reports and clarify the reports are genuine or are overstated.
2 To access the different programs, the foundation is to participate in and genuinely take place.
* How does the organization ensure the community education programs are a success?
* How many target groups can the foundation reach?
* Are the programs effective, or they need some adjustment?
3 To measure the value for the donations that come and whether the organization managed them well or misused them.
* How well has the organization fulfill its mission and vision
* What happened with the donations that shouldn't have, and how does it affect the organizational performance?
* How well do the projects align with the success of the foundation?
Report Analyzing
The different annual reports will undergo various analysis tools to ensure the foundation has accurate information in the reports. A successful report verification process depends on the keenness of any tiny detail in it (Wang et al., 2017). The evaluation team will randomly visit the different institutions in the report to verify if the activities happen.
The report analysis will also help in the report to rate the growing pace of the organization. It will compare the achievements in different years, creating a relationship in terms of the level of improvement achieved. Furthermore, the report's verification can help make awareness of how the project runs, including its time before its completion (Samonova & Semerinik, 2017). In this evaluation stage, the team will analyze the different programs the organization has to participate in, determine what they have achieved, and how it was possible. Moreover, it describes the programs' role in ensuring the foundation can reach its goals. The process will also analyze the specific programs determining the need for them to remain in the project, and recommends the ones that should drop.
In the evaluation process, the team plays the role of analyzing the target groups of people that benefit from the programs. It will measure the available resources and determine whether the organization is expanding the number of people who can benefit from the program and which disadvantaged groups in Hong Kong should be considered. Besides, the program assessment will also involve checking each activity in the programs, determining the need to add or remove some of the activities.
To conclude, the program analysis is vital in determining each program's effectiveness. According to Zhang et al. (2018), the best way to analyze the effectiveness of the different activities in the program is through observation of the performance of each exercise. The evaluation process in this will adopt observations as the primary tool for rating each program's effectiveness. The change of behavior in the different groups of participants determines the impact of the activities (Guisan et al., 2018). The groups that are more concerned about saving food show that the programs used in the location worked perfectly. On the other hand, the group still handling excess food carelessly indicates that the program was not effective, hence changing.

The report has the task of counterchecking the donations to understand the company's value of what they receive. The process will compare reports from the donors and that of the foundation to identify any missing funds. The creation of consistency helps build trust with the different partners (Senenko & Feldman, 2018). Partners are always willing to work with organizations that can account for each donation they get. According to Guisan et al. (2018), the organization needs to avoid any suspicious activities hence escaping the risks of losing essential partners.
After comparing the reports, the evaluation team will start checking each donation, determining if it was well utilized or misused. In case of any misuse, the team will try to figure out the reasons, whether they are valid or due to carelessness. Further, analyzing the reasons for the mismanagement of the donation is significant for determining the best solution to avoid future mistakes (Jaber, 2019). In carelessness, the team will recommend the best remedy to prevent the group from acting recklessly in the future. Conclusively, the evaluation team determines if the programs align with the mission and vision statements of the foundations. It will describe the role of each project toward the organizational goal. It will also explain the areas of improvement and new activities that can help the project to succeed.
