A Proposal on Government Performance Appraisal in Oman Health Sector
Introduction
Health research is one of the most effective strategies for enhancing the health levels of citizens. Notably, healthcare delivery in Oman has attained substantial growth and expansion since the onset of a modern renaissance in the 1970s. The essence of health research gained momentum by the mid-1990s as one of the most crucial aspects of the ministry of health. Notably, the government and policymakers commit to research about overall health development. However, lack of adequate human resources, infrastructure, and societal support affects the output of the studies in adverse ways.
Medical care costs have been snowballing at an alarming and unmaintainable rate universally. For that reason, the government should recognize the need for implementing quality management systems in all healthcare organizations. The systems can expedite the effectiveness of healthcare delivery while minimizing the costs incurred. Oman is one of the countries that has embarked on effective strategies for improving the healthcare sectors while addressing all the involved challenges. Therefore, the government has managed to minimize mortality and morbidity rates across the citizens of all ages. The ministry of health in Oman aims to establish various patient schemes, such as safety systems, patient engagement systems, and practical risk management strategies.
Performance appraisal is one of the fundamental aspects of human resource management that expedites the effective utilization of resources. In Oman, the government recognizes the importance of assessing the performance of employees in the healthcare sector in a continuous process. The government of Oman ought to implement effective reforms to expedite the attainment of set objectives of overcoming all the human resource management challenges. Policymakers should have a framework as a guideline for the management of healthcare organizations.
The process of managing the performance of employees is one of the critical focus of human resource activities in an organization. Notably, effective strategies of recognizing and improving the performance of employees in the healthcare sector can have dramatic effects on the bottom-line of an organization (Cappelli & Tavis, 2016). Performance management is one of the essential aspects of improving the level of healthcare services for local people. Most organizations have realized that the use of a performance management system is an effect of improving the delivery of healthcare services.
Performance appraisal is one of the major requirements of human resource management in both private and public organizations. The top management can derive relevant information from the findings of workers’ evaluations, which are essential in making consistent decisions. Accurate performance management information is vital for activities, such as human resource planning, career development, and even compensation of healthcare workers (Kampkotter, 2017). Therefore, the government of Oman will need a formal performance appraisal in the sectors of development.
Aims and Objectives
The ultimate objective of the research is to assess the theoretical framework and solicit a government performance appraisal model to apply in the healthcare sector of Oman. The aim is to conduct comprehensive data and obtain empirical data on ways that performance appraisal can facilitate motivation and satisfaction of all the employees in the healthcare sector. The research will help in making relevant recommendations on improving performance appraisal with an emphasis on the healthcare sector.
Besides, the research will be useful in assessing and identifying the aspects of performance appraisal to improve the process of performance management and enhance service delivery in the healthcare sector in Oman. Notably, it is imperative to conduct a comparative study on all the options of the performance appraisal at both local and international levels. The study will focus on advanced performance appraisal to attain the efficiency and effectiveness of service delivery strategies. However, the research will mainly focus on the healthcare sector in Oman.
Furthermore, the research will help in presenting an overview of the current position of the performance management and appraisal with a specific focus on the process followed in the context of local healthcare organizations. Notably, the study will help in providing a theoretical framework of performance improvement by identifying all the useful models. The research will be imperative for both the Oman government and top executives in the healthcare sector in planning for performance management among all the involved employees. Furthermore, the study will be essential in providing recommendations for improving performance appraisal systems.
Scope of the Study
Several researchers have conducted studies on performance appraisal and other evaluation techniques. However, the findings are still insufficient in making valid recommendations and conclusions regarding the healthcare sector. The research will make a significant contribution to the healthcare sector in several ways. For instance, it will add to the body of knowledge about human resource management practices in the healthcare sector in Oman. Notably, researchers need to conduct an in-depth analysis of the method of performance appraisal in the public sector.
The current literature on the aspect of performance appraisal includes limited empirical research on the public sector. This study will make a significant contribution to creating awareness of the importance of performance appraisal in the healthcare sector. Therefore, organizations will work towards the attainment of set objectives of increased productivity and profitability. Empirical research on the healthcare sector will add to the creation of relevant knowledge through a more in-depth probe on the aspect of performance appraisal. More comprehensive research is needed to suggest ways that the healthcare sector can align its performance appraisal to strategic planning. Notably, this research will make a significant contribution to the identification of all the involved characteristics and variables of performance appraisal.
Besides, the study will make an equally relevant contribution to the growing body of knowledge on human resource practices across Oman. Therefore, scholars and students will utilize the findings as an appropriate resource. Since most research theories originated from Western countries, it will be relevant to research Arab countries, such as Oman. The research will be necessary for providing a perspective on the possibility of applying performance appraisal in an organizational setting. The findings of the study will provide a framework for understanding various human resource practices in Oman’s healthcare sector.
Researchers have conducted studies on the importance of performance appraisal systems and processes of managing and evaluating the performance of employees at both local governments and organizations. In recent years, one of the key focus areas in the organization has been the significant roles that employees play towards the attainment of set objectives. However, the findings of the research reveal that the current bureaucratic structures across Oman have failed to perform their designated tasks. Notably, performance appraisal is one of the crucial requirements of improving the productivity of employees because the top executives have a chance of evaluating the workers.
Besides, research on performance appraisal will serve as a basis of counseling and developing the employees to improve on their performance. If an organization utilizes assessment effectively, it can boost the morale and productivity of the workers. The findings and conclusions of the research will be essential for the government of Oman in enhancing the delivery of healthcare services through appraisal of the involved healthcare workers. Besides, the government will utilize the findings to recognize the need for improving work performance. Furthermore, the study will provide literature on the performance appraisal of the local government in Oman, which will be valuable for performance management systems.
The literature on performance management recognizes the essence of appraisal in expediting the overall productivity of the employees. Arguably, all organizations and governments encounter an issue of directing their members of staff towards the achievement of set objectives. In doing so, organizations should devise effective mechanisms of channeling the behaviors of employees as a way of optimizing their contributions. Performance appraisal is one of the most effective management strategies that are essential in the process. Business leaders focus on the capacity of the workers and their performance in their respective positions. Although researchers have identified numerous strategies for improving the performance of employees, they have only given little attention to performance appraisal systems. The study will help in making significant progress towards organizational goals. The top executives will work with subordinates in making appropriate decisions in the healthcare sector.
