The recovery phase entails rebuilding demolished structures, resettling the affected persons, assisting in some of their needs, and providing solutions to the social, economic, political, and environmental effects this disaster is bound to leave behind. For example, if the calamity is a hurricane, it means reconstruction of homes, fixing power lines, and offering financial and counseling to families affected by the natural disaster. Coordinated by federal, state, and local agencies, NGOs, and the private sector, these efforts involve partnerships between all stakeholders (FEMA, n.d.-a). This phase ensures that people are ready to handle subsequent disasters even as they address their current needs with solutions that will not repeat the same problem in the future.
Recovery's Role in Emergency Management
Recovery is one of the four phases of disaster management: mitigation, preparedness, response, and, last but not least, recovery. These phases work as a cycle that effectively helps communities reduce disaster risks and impacts. Recovery is more than the response phase; it involves the next phase, which emphasizes the restoration process for the impacted people. For example, the response phase aims to ensure that displaced people are provided with temporary shelters, while the recovery phase focuses more on providing them with permanent structures – a house.
