Every human being deserves to be protected from any form of harm. In order to achieve this sense of security, individuals have resolved to use various tools such as machetes and firearms. In recent times, guns are regularly used by individuals, institutions and government agencies for the purposes of safety. Accordingly, each country has its unique regulations which dictate the use of guns within its boundaries. Take for instance, the USA and China. Although these countries have different gun regulations and laws, they work to ensure safety of the citizens. This paper takes into consideration the differences in gun regulation between China and the USA and how the gun regulations influence safety of citizens.
Although this happened a long time ago, it proves that the Chinese government has had a history against possession of guns by the public. Currently, civilians in China are largely restricted from owning guns. As such, the people cannot manufacture guns, import or export them and or use them. Gun ownership is restricted to some non-individual entities and persons with legal hunting permits. The entities allowed to own guns have to do it for valid purposes such as; for the protection of wildlife, hunting and sporting purposes (Alpers, et al. 2016). Also, firms which deal with management and research can be allowed to keep guns for the purposes of security. This is because their occupation dictates that guns would be a necessity for safety reasons. The main exception to gun ownership in China is for hunting purposes. This exception is the only one which allows individuals to own guns as long as they own permits for hunting. Accordingly, anyone found illegally possessing a gun would be severely punished. The minimum punishment is 3 years’ imprisonment whereas the maximum punishment involves a death penalty. Clearly, such penalties are reason enough to scare Chinese citizens from owning guns.
However, law enforcement agencies are allowed to own guns. This is attributed to the fact that they may be required to protect the public and property from harm. Moreover, in the effort to enforce law, such agencies may be forced to use firearms. As such, their nature of work requires them to have guns for efficiency. Apart from these agencies, both the military and the paramilitary as well as security personnel guarding property (only that which is important to the state) are allowed to have guns. Property that is important to the state includes; financial institutions, the arms industry, institutions for scientific research and those that store resources. Given the valuable nature of commodities linked to this institution, those in charge of security are permitted to keep guns. Additionally, there are Chinese tribes that traditionally kept gun powder. For instance; the Miao hill people who are also known as Miao gun tribes. People from such a tribe are allowed to keep gun powder as continuous practice of their culture. Conversely, their possession of gun powder and ultimately guns is regulated by the government. The rules regulating guns in China are so strict such that even airsoft guns are highly limited in terms of usage. In this regard, guns which are illegally owned are seized and kept by the law enforcement agencies.
There are special administrative regions within the country that allow for gun possession. These regions include those of Macau and Hong Kong (Andrade, 2016). Although ownership of guns is permitted in these regions, it is tightly controlled by law enforcing agencies, private security companies and the military. Firearms including use of guns is restricted. All unrestricted ammunition and firearm has to be licensed.
In the USA, the rules for firearm regulation govern the sale, possession, and use of guns. However, there is a variance in these laws given the existence of multiple states within America. Despite the existing variation, most of these state laws regarding gun regulation are more or less similar to the federal laws. Citizens of America are allowed to keep and bear guns particularly for the purposes of self-defense (Jones, 2015). This provision is entailed in the Second Amendment of the American constitution.
