September 2023, Police Chief Kemberle Braden proposed that the Fayetteville City enact a juvenile curfew ordinance. He noted added that there had been at least 450 involved in crimes between January and June, including two juveniles charged with murder and eight charged with attempted murder. The ordinance prohibits youth under 16 years of age from being out of their houses between 11:00pm and 6:00amSixteen and 17-year-olds are prohibited from being out of their homes between 12:00am and 5:00am on weekdays, and 1:00am and 5:00am on weekends. In addition to these hours, youths who have been suspended from school would be prohibited from leaving their houses between 7:30am and 4:30pm on school days. Children who violate the curfew could face a juvenile delinquency hearing in courtThe parents or guardians of children who violate the curfew could be charged with a misdemeanor and fined $100 The proposed ordinance included some exceptions to this rule. Juveniles could be outside the home or in public places during these hours if they are with a parent or guardian Another exception is for youths on their way to and from a jobA final exception is for emergencies. In addition, the provision granted authority to the Chief of Police to issue a special permit" to allows a juvenile to violate the curfew. Chief Braden was very explicit about the goal of the juvenile curfew. The goal is to reduce juvenile crime rates, particularly gun violence. His justification for this action was based on his presentation of juvenile arrests in 2023, which he claimed were on a steady incline. You have been tasked with the job to gather credible research on juvenile curfews, evaluate whether the proposed curfew is a good policy based on Bonham's (2012) seven criteria, and make a recommendation to the City Council as to what they should do. Fayetteville, North Carolina, has recently considered a new rule for its young residents. This rule, known as a juvenile curfew ordinance, has been proposed by the Police Chief, Kemberle Braden.
