Trends in Legislation Analysis: Current and future state of health care legislation analysis
Introduction
The Healthcare system encompasses two sides, the caregivers and the patients. The caregivers are in various categories from administrators, up to the government. The patients expect a lot of valuable services from caregivers. These vary in regions and depend on the goals of each facility. The environment shifts depending on the changes in the healthcare legislation, the rules, and the policies. These changes depend on the trends arising and their effects on the current systems of healthcare provision. Administrators are under pressure to ensure the accountability of service providers and to ensure dignity in service provision. All these morphs into the changing trends in the healthcare system. This essay discusses the items mentioned above in the healthcare system, focusing on administrators and patients as significant players.
1 Describe the current health care environment.
The healthcare environment encompasses both administrative and clientele perspectives. The majority of healthcare environments in the United States work to realize an adequately managed system to address their needs. The players in the system comprise the healthcare institutions and facilities, the government, and the citizens. According to Rivers and Glover (2008), these are in constructive competition to render the best services to their patients. Citizens expect the best service from the hospitals and facilities they choose to seek their treatment. The state is the chief regulator of the entire system, ensuring there are enough regulations to guide both the citizens and the facilities. There are also the financiers, and organizations like insurance firms providing services for their people. There are two perspectives to view the current healthcare system, the administrator, and the patient.
From the administrator perspective, they have the roles of enacting regulations to govern and keep the systems properly running and in line with the described structures of healthcare. Other than enacting the laws, Doyle of Nothern University(2019) published that they manage the staff within these facilities, the finances, information systems, and establishing compliance with every bit of legislation. Various experts come in to play for when administrating on healthcare systems. They include managers with business experience, information technology experts with the know-how on current trends on healthcare information systems, experienced nurses, pharma companies, and insurance firms, among others.
The client perspective on healthcare takes care of what they believe is the best service they receive from the facilities. Grøndahl, at al. (2018) suggested that patients develop a perspective from the outlook of a facility, the reception, waiting time before treatment, the technical improvement of the healthcare system, the results after their treatment, and the social-cultural mechanisms employed in their treatments. The combination of both the administrator and the patient perspectives should cumulatively define an average or a better healthcare system. These are then guided by the healthcare legislation enacted lately.
2 Recent Changes in legislation
The latest healthcare legislation has been in place since 2009 under President Obama’s leadership. These changed with the new administration under Trump. These shifts revolutionized the care for children, adults, and people who could not afford healthcare payment and covers. Some include billing and benefits, coverage legislation, insurance acts, Medicaid programs, mental and pediatric care, among others. To affirm the changes, the United States ensured an insurance and financing system for patience is in place. Tooker (2003) confirms that some included increased insurance for the people, giving room for a diversified funding system that took care of all the citizens, among others. With the varying legislation in more than fifty states, it is considered to vent on the federal changes to the system.
The federal government introduced a Medicaid program for the citizens to take care of the impoverished population (Vogenberg & Smart, 2018). The program ensures enough funding for citizens who cannot comprehensively cater to their medical bills. These improved to home-based care that did not consider asset verification programs. Added to the list were the children with complications and whose parents chose to care for them at home. In an executive order, the government instructed the Department of Health to adopt a diverse care program for new enrollees of the Medicaid packages.
However, the latest changes in the healthcare system were more stringent. Another executive order repealed the Patient Protection and Affordable Care Act. Several laws changed due to this, including tax reforms to comply with the payment structures to the healthcare programs, navigator programs for PPACA to depend on the performance of the system, elimination of cost-sharing plans between the insurer and the providers, insistence on every business to have healthcare insurance then operate like...
