Executive Summary
Many areas are experiencing more cases of homelessness each day as inexpensive housing is vanishing. From 2015 to 2017, the population of persons facing homelessness in California increased significantly, owing mostly to a rise in the size of houseless individuals in the city of Honolulu. This project's goal is to develop a grant application to sponsor the Operation End Homelessness group to give emotional and social assistance and information on the state's homelessness situation. It highlights the significant causes of homelessness, the budget required to fund the project to end it, strategies, the project evaluation, and its sustainability. It offers suggestions for how it may strengthen its action course towards homelessness.
In Honolulu, the purpose is to decrease and eradicate family homelessness. Operation End Homelessness for Homeless persons will offer culturally sensitive assistance since the region has a rich culture. Furthermore, most homeless people are unaware of the options available to them. As a result, some of them have trouble navigating intricate procedures they have not yet come across before. Operation End Homeless organization is determined to help such people, and with enough funding, the organization can undertake various tasks to help homeless people find shelter.
Introduction
Homelessness affects people worldwide and, more specifically, the US. More than 500 thousand people in the United States are currently homeless (Avila, 2017). Minorities, on the other hand, are disproportionately harmed. According to a previous study, homelessness is more common in Black neighborhoods. The city of Honolulu is facing an increased rate of homelessness; thus, the OEH project will focus on preventing homelessness and assisting homeless individuals in finding shelter. Whereas the overwhelming magnitude of the issue is disturbing, the actual harm that homelessness creates in families' lives and individuals is much more.
Lack of housing is a widespread problem worldwide, and recognizing the core reasons is critical to properly addressing the issue. The shortage of cheap housing and poverty results in an increased homelessness rate (Brown et al., 2018). People are devoting a large portion of the money to shelter, increasing their chances of homelessness. Poverty signifies being homeless. It continues to impact minorities, enhancing their chances of being homeless. Furthermore, lack of jobs is a condition that might also lead to homelessness. In 2014, the US unemployment level was 6.2 percent (Avila, 2017). Consequently, unemployment has a significant impact on homeless youngsters. Mental disorder is also a fundamental cause of homelessness because many homeless persons suffer from them.
The OEH feels they can better support those facing homelessness if they have more resources, which are not available. The majority of the organization agreed that the city of Honolulu requires more affordable homes and bigger investment resources to offer support services. S simply constructing houses or raising finances is insufficient; therefore, governments should allocate monies for housing subsidies and social services to help individuals escape homelessness.
Organization Background
Operation End Homelessness (OEH) is a nonprofit group working to prevent and end homelessness in the US. The group began as a modest initiative in 2013 in California, and since then, it has expanded to include the entire United States' regions. The group has 20 members from different states around the United States. Over the years, the Operation End Homelessness organization has gained its reputation for effectively helping homeless people. The organization aims to drive change, and its mission is to end homelessness by helping as many individuals as possible completely. The goal of the OEH is to convert customers to partners or donors to achieve its objectives. It does not have to pay taxes because it is a non-profit organization.
Homelessness has its fair share of negative impacts, such as sexual abuse, substance abuse, truancy, increased crime rate, teen pregnancy, and lack of education, proving the need for such an organization (Avila, 2017). Through the organization, things are changing because the organization has managed to remove some homeless people off the streets and offer them a secure place to live. Instead of people roaming in the streets with no one or nowhere to go, they may start living a better life and in better conditions, thus improving their living standards. Therefore with enough funds, OEH will be able to bring about a significant transformation in the US by ending homelessness.
Problem Statement
Inside the US, homelessness is significantly a massive and pervasive problem. Since 2013, the number of homeless people in the United States has increased. On a nightly basis, there seems to be a projected 553,743 persons in the U.s who are homeless. Homelessness affects around 17 persons out of every 10,000 individuals in the United States (Avila, 2017). This problem must be resolved since these people are in danger of serious health problems, eventually harming those who have houses. Children are more susceptible to homelessness repercussions, which generally involve more sickness, physical deformity, psychiatric illness, and greater violence rates. In this scenario, the problem of homelessness is multifaceted and requires attention.
Goals and Objectives
According to data, more than half of the families in the United States are classified as homeless each year (Portwood et al., 2015). Family members accounted for a significant portion of homelessness in Honolulu, which is why this initiative is being designed for this region of interest. According to research, a mix of financial help and support was most effective in maintaining people in stable homes. The Operation End Homelessness program goals and objectives are as follows:

Strategies/Project Management Plan
Description
The region of California will invest $2.8 million for five years to create a new community-based justice centre under the community justice initiatives (Community justice centre, 2022). The new initiative will be dedicated to issues about social harms' root causes through upstream interventions that relate to restorative justice principles (International Student, n.d). The initiative has been born through discussions between community justice initiatives and members of the nationally recognized California crime prevention council and supported by the regional council through the 2022 budget.
This centre will reflect a bold vision for the integration of justice, health, and social services to address the issue of inequalities, unmet human needs (homelessness), and systematic barriers through upstream approaches. The new justice centre proposed by the California region and community justice initiatives is an important community-based upstream initiative that will use social development activities informed by social health determinants, with a therapeutic justice lens, to improve marginalized communities' health and criminal justice.
The region will liaison with the community justice initiatives within the coming months to come up with a funding agreement for the center with inclusivity of anticipated outcomes to help residents. California State has, over the years, dedicated a significant portion of its budget to equity and equity-based initiatives such as affordable housing, social care, and climate change action, among many more (Govinfo, 2022).
