Overview
Law Enforcement Agencies must be flexible and able to respond to societal demands. Leaders for social change advocate for police departments that mirror their constituents in terms of ethnicity, race, gender, and other areas. This challenges leaders to develop innovative methods of recruiting and hiring. The final project will consist of three separate assignments that focus on identifying the need for a diversity hiring policy within law enforcement agencies. The training and implementation assignment asks you to develop a plan for sustainment and in-service training as well as address the future of diversity hiring and the overall implications to law enforcement leadership. Each aspect of the assignment must connect the dots between a justification for the policy and how it will address identified deficiencies in current hiring policy and practice. Law Enforcement Organizations face an increasing struggle with hiring police officers. Consequently, there is a need to consider assembling a police force that resembles the communities that are being served. An increased focus on civil liberties, the rise to prominence of advocacy groups such as Black Lives Matter, and police-involved shootings have all combined to create an urgency for law enforcement agencies to be responsive to the need for diversity within the force.
Instructions
For this Final Project: Part 3 – Training and Implementation Assignment, you will continue your search of best practices for diversity hiring, look at the curriculum used by at least one police agency in its academy training, and develop a plan to incorporate diversity issues into academy and sustainment training. Identify the specific elements that would be incorporated into the academy training, including the total hours devoted to that component. Sustainment training should be identified as well, including the frequency of training and who would be required to attend that training. The final element of this assignment asks you to address the future of diversity hiring. You can use professional experiences (if you have them) here, add your own critical analysis of the problem, and/or include a section that addresses a specific related issue within the topic of diversity hiring. For example, can our law enforcement agencies effectively recruit, train, and hire themselves toward a more diverse and inclusive force?
• This Final Project: Part 3 – Training and Implementation Assignment should be 3-5 pages, not including title and reference pages, written in APA format, and include at least two peer-reviewed references not previously used and at least one review of a law enforcement academy curriculum.
• Acceptable sources for references are peer-reviewed journal articles from the Liberty University library that have been published within the past five years.

Training and Implementation Plan for Diversity Hiring in Law Enforcement
Law enforcement agencies are feeling the pressure to meet the demands of the people in their communities. The citizens are also getting very vocal in insisting that the police departments should represent the local population in terms of race, ethnicity, and gender. It is a social shift that has made diversity hiring more critical. The debates on policing in the media, the influence of such advocacy groups as Black Lives Matter, and the media coverage of police-involved shootings have demonstrated the necessity to address the issue of equity and representation in the police departments. The agencies must have systematic training that prepares officers to deal with diverse communities and sustain these beliefs throughout their careers.
Incorporating Diversity into Police Academy Training
Police academy training is the foundation of an officer's career and the first opportunity to instill the principles of diversity and inclusion. Jonathan-Zamir et al. (2022) state that when education on cultural competency, ethics, and implicit bias is incorporated into early training phases, the relationships between officers and the population improve. The historical background of policing in minority communities, cultural diversity, and effective communication across demographic differences should therefore be addressed in a well-designed academy curriculum.
The California Commission on Peace Officer Standards and Training (POST) mandates 664 hours of academy training, which entails ethics, community relations, and cultural diversity. Based on this framework, 47 hours must be dedicated to the topics of diversity (Commission on Peace Officer Standards and Training, 2024). It will consist of 24 hours of cultural competency and implicit bias training, as well as training on the history of law enforcement and minority communities, cross-cultural communication, and respectful engagement, so that recruits can learn how to serve diverse populations effectively. According to Carvalho et al. (2021), the officers who can identify the impact of bias are in a better position to prevent discriminatory behavior and retain the trust of the population.
Another 10 hours must be devoted to the history of the police relations with minority groups, with case studies of racial profiling and reform movements. This kind of teaching would help recruits to evaluate critically the development of the role of law enforcement in various communities. Also, eight hours may be devoted to language and communication skills, including languages that are often used in the local community and methods of collaborating with interpreters. Lastly, five hours of disability and LGBTQ + awareness would equip the officers with the means of respectful and legal interaction with marginalized groups.
The suggested training hours would replace or supplement the current modules on community policing and ethics, ensuring cultural awa...
