The United States finds itself faced with a set of unique challenges due to a rapidly evolving world. For instance, at the turn of the century, it became clear that U.S. foreign policy needed to adapt its focus from state-sponsored threats that defined the post-Cold war era and focus more on non-state armed actors. In this same manner, the U.S. must again reimagine its understanding of threats that present the most significant risk. The complexities of a multipolar world are arguably the most prominent threat facing the U.S. today.
The idea of a multipolar world means the United States no longer enjoys near-unitary global political control. Specifically, a multipolar world is one in which multiple states or other actors have a level of power and influence that is nearly the same (Wasinger, 2020). The concept of a multipolar world contrasts with a unipolar world, where one state or actor dominates. One of the most defining aspects of a multipolar world is that no single state or actor can impose the terms of global politics and international relations. Subsequently, international relations in such a world demand that different actors negotiate and even collaborate to attain some desired goals.
First, a multipolar world poses the most significant security risk for the United States because it signals the emergence of strong authoritarian states such as Russia and China. Recent events in the South China Sea and Ukraine indicate that the U.S. will continue facing authoritarian actors ready to impose their power beyond their borders. Authoritarian regimes like China and Russia present unique risks to the international community. First, such actors are often unpredictable and can act aggressively toward other countries, particularly if they perceive a threat to their power (Koberg & Murray, 2022).
