There is no country in the world however powerful it may be, that can unilaterally defeat the transnational terrorism. This is because terrorists have the capacity to network more operatives, material and money across the borders and even through the crevices of the world economy. It is therefore only through extensive collaboration on issues like intelligence, financial flows, as well as police actions that the United States can counter the threats of criminal groups and international terrorists. Most significantly, the threat presented by North Korea involving nuclear weapons and biological weaponry requires the most extensive collaboration. In fact, a more effective and deliberative response is needed to put to an end the threats of international terrorism. The challenges facing United States is how it can harness the vision of the international collaboration on countering international terrorism as well as establishing a road map that will necessitate implementation of its security strategies. This memo requests that the US should begin supporting the local strategies against sub-regional and local terrorist networks and groups. It should indeed proceed with improvements in its tactical collaboration against terrorists using intelligence, police, as well as financial investigators within the liberal level, and then build a multilateral capacities in order to support this collaboration. In addition, the US should start an effective diplomatic engagement in order to bring stability and peace to the Middle East countries.
As Joseph Collins argues, the US government should take a leading role in ensuring that it reshapes its institutional counterterrorism approaches which should extent to make an assurance that its initiatives of rebuilding the international order is indeed real. Giving the required support to the new world counter terrorism body within the United Nations would clearly indicate this by resolving so that the country can be safer from the threats of terrorism. This goal of ensuring all nations conform to international order cannot be achieved by the United States alone. The G16 would act partially as a confidence building forum for this initiative, which should be strengthened by a balanced regional outlook-the G8, as well as the outreach five other states (Brazil, Mexico, India, and South Africa) and the three additional states; Egypt, Turkey and Indonesia. Doing this would greatly build the G8 efforts in the achievement of the tactical collaboration against terrorists. This would further address any political limitations on that collaboration. A strengthened and streamlined international architecture can assist in both promoting the standards of the responsibility in countering terrorists as well as building the national capacity and also supporting the local strategies. The president of the United States should therefore act by showing commitment to the rule based international order. He should in fact ensure that the United States upholds Geneva Convention articles. He should move with speed and immediately put to an end the Guantanamo detention facility and then charge, transfer or release all its detainees.
