A bill is an idea that is introduced and passed through a legislative process to become a law. The idea may originate from a group, an agency, an individual, a legislator, or the governor. The US process of making law requires that the bill passes through two chambers, the House and the Senate. However, the Texas government provides that the bill pass to the opposite chamber for study, and it majorly involves three steps, including the committee, action, and gubernatorial decision. Therefore, this work discusses the main phases in the legislative process used in the Texas government.
The Committee
The Senate and the House are allowed to introduce any bill during the first sixty calendar days of a regular session. After the expiry of the sixty days, no other bill is allowed except a local bill or a bill introduced by the governor for emergency matter, which needs the votes and consent of at least four-fifths of members who are present in the House or the Senate (‘’Texas4-H.Tamu.Edu’’ 9). After the bill has been introduced, its caption is read for the first time loudly in the session, and the presiding officer assigns it either to the Senate or House committee.
Committees are always formed at the beginning of each session, according to the rules of every chamber. Albeit every bill is referred to a committee, a sizeable number of the bills are not reported out of the committee, and they are considered ‘’dead’’. The House committee may meet in three different ways. First, in public where testimonies are heard from different people and official action taken on the resolution, bill, or other matter. Secondly, the meeting may be conducted in a formal setting where the House members discuss and take appropriate official action without testimony.
