Introduction
Globalization has introduced serious questions about traditional principles and concepts of international relationship and foreign policies by causing structural changes throughout the world. To many, these changes pose challenges. However, globalization can be beneficial and can open windows of opportunity for an isolated island like New Zealand.
For New Zealand, globalization is a positive force if it is well managed and properly implemented. The core ideas of globalisation can bring competitive advantage for the country by developing globalized economy through multilateral-rule based system. For the last two decades, the political and economical trends as well as diplomatic engagement and security policies of the country have been influenced a lot by the rapidly changing global contexts. Although the effects of globalisation on the foreign policy of New Zealand are significant, it has not turned into an extensive corrosion of the capability of the sovereign state to act on global perspective. Instead, new challenges against traditional international power structure, such as size and geography have raised new promises and opportunities for the country to promote and develop its core interests.
Global context
For over two decades, the foreign policy of New Zealand has gone through substantial transformation. Since the 1980s, the national identity and its sovereign role have faced a lot of changes due to the advent of exaggerated globalization. The government has tried to form a stable economy for the country by eliminating the deregulations as well as improving relations between Pakeha and Maori. At this time, New Zealand has continued to support multilateral institutes, free trade and human rights, and moved closer to the Asia-Pacific Rim. It also banned nuclear weapons, in spite of signing the ANZUS security treaty with Australia and United States, which led to downgrading strategic relation with America. From the Game Theory perspective, this is a cooperative approach as New Zealand joined other nations to form binding commitments. However, the decision under the ANZUS treaty is a non-cooperative approach which involves independent decision making process in order to produce more accurate results.
From an international point of view, the foreign policy of New Zealand does not support hyperglobalist concepts. During the pre-globalisation period, New Zealand was not successful in projecting external sovereignty. Instead, the foreign policy of the country has been influenced greatly by its geographical isolation, its position in the international hierarchical order or its political identification with the United Kingdom. This makes globalization a whole new perspective and attributes for the foreign policy makers instead of considering it as a fundamental element.
It is also clear that, skeptics are not well supported by the foreign policy as the driving force regarding the globalisation viewpoint of the country. New Zealand has observed the vague impressions of the divisions between domestic and foreign issues. The key ingredient of this approach is the technology and it is the technological changes as well as new efficiencies of communication and scale that have made state centered solutions to problems, such as global warming, security, extension of infectious diseases, trade, relatively inefficient, the growing number of transnational crime, the propagation of links across borders and the appearance of important non-state factors a success. For a small country like New Zealand, globalization has considerably multiplied the opportunities and benefits of multilateral co-operation.
On the other hand, the foreign policy of New Zealand in the time of globalisation significantly boosts the reliability and integrity of the transformationalist school of thought (Patman, 2005). The concept of transformationalist holds that the foreign policy of New Zealand is being re-modified and re-defined by the concepts of globalisation as the country is confronted constantly by new and complex global forces which are beyond their capability to solve or control. It is for sure that consecutive New Zealand governments appeared to maintain surrounded foreign policy on the conjecture that the connection between globalisation and sovereignty is a two way affair.
With the risk of simplification, the blend of taking the essentials of economical independence and a promise to multilateralism seem to provide the decision makers of the country some freedom in creating of foreign policy. Instead of being consumed by globalisation, New Zealand has effectively modified and implemented a drastically new global context and, in the process, the country has improved the outcrop of its independent interests to the global perspective.
