The “War Message to Congress” speech was created by Franklin Delano Roosevelt, the thirty-second president of the United States of America (USA). Roosevelt was one of the longest-serving presidents of the USA. His presidential term started from 1933 to 1945. The president served during the most critical period of American history. His primary objective in writing this speech was to inform Congress about the Japanese invasion of the USA. Roosevelt made it clear that despite the peace that had existed for many years between Japan and the USA, the Japanese empire attacked the USA intentionally. In that light, as the commander in chief of the USA’s Navy and Army, he was ready to do everything to protect American lives.
Place and Time
Roosevelt’s speech was produced on 7th December 1941 and presented before Congress the following day. Some of the individuals who were present when the president presented the speech were the speaker, the vice president, the House of Representatives, and members of the Senate. The when and where the source was produced affect its meaning. In particular, it was evident that Roosevelt was not happy with the Japanese pretense in the peaceful negotiations. The president wanted Congress and other government agencies to understand that his decision was final and that he tried to reach out to Japan, but there was no hope that the peace between the USA and Japan
