Introduction
The world is currently experiencing increased competition across the social, political, and economic dimensions of the global society. The globalization of the outlined social dimensions across different nations around the world functions to reduce the previously existing geographical gaps and barriers to global integration and interactions. The globalization of the world’s economy, for instance, accounts for increased development of multinational corporations around the world and equally increasing competition towards securing the global market. Cultural integration has equally become an integral factor in sustainable growth and development in the emergent global setting. The competencies required for the global labor market also have to be affiliated with the demands of the global market across different economic sectors or industries. Governments through their diverse agencies are spearheading their nation’s quest for sustainable growth and development across the three social domains by the development and implementation of effective policies to facilitate the realization of the said objective. It is in line with the increasing demands of globalization that the public sector is developing effective interventional measures towards the promotion of sustainable growth and development in the increasingly competitive globalized dispensation. Among such measures is the development of strategic cities defined by the characteristic features and elements facilitating the achievement of the global demands. These cities function to provide competitive environments for sustainable growth and development through characteristic global political, economic, and social infrastructure. In essence, global cities are characterized by holistic strategic approaches towards the promotion of competitive environments across the outlined domains for sustainable growth and development on the same. Cities with global status such as Singapore, Hong Kong, and Guangzhou highlight the characteristic features that define their distinct adaptations to the demands of globalization and the perceived subsequent developments across the social, political, and economic domains in the global dispensation. Provided herein is a comparative analysis of the cities' strategic competitiveness as portrayed through the evaluation of some of the distinct elements within the social, political, and economic domains.
Evaluation Criteria
The comparative analysis of the cities strategic competitiveness thrives on the evaluation of each city’s unique elements stemming from the social, political, and economic domains. The elements for evaluating the cities’ strategic competitiveness include their historical backgrounds, demographics, the governmental structural analysis, situational analysis, and the competitive strategies embraced by each city. Each of the city’s basic economic conditions and structure, as well as their geographical competitiveness, provides excellent platforms for the evaluation of the global cities’ strategic competitiveness. Among the elements included in the evaluation criteria for the three global cities are their distinct historical backgrounds upon which each of the cities formed their equally unique global identities. The historical background of each city provides a chronological account of its development into a global city defined by unique social, economic, and political environments that facilitate the achievement of the global demands. The city of Guangzhou, for instance, has a rich history of being an ancient civilized Chinese city that ranked among the first beneficiaries of the country’s economic reforms in the late 1970s. Both Hong Kong and Singapore also have unique historical backgrounds that equally form the basis for the establishment of their current global status. The historical backgrounds further serve to create an understanding of the underlying factors leading to the city’s orientation towards or even the adoption of a particular strategic approach towards the achievement of sustainable growth and development as influenced by the shifting social, economic, and political demands of globalization. The global cities’ demographics refer to the breakdown of each of the city’s inhabitants or populations, which function to highlight the distribution of people within the area occupied by the city. The cities’ demographics provide an excellent platform for the establishment of correlations between the strategic competitiveness and their efficacies in sustaining the demands of the equally shifting demographic compositions as a result of globalization. The geographical analysis of the global cities describes its strategic positioning that function to enhance its competitiveness in the current era of globalization. Hence, the evaluation criteria will include a comparison of the geographical positioning of the cities and their influence in the enhancement of the cities’ strategic competitiveness. The government structures put in place to facilitate the cities’ achievement of the sustainable growth and development objective in the era of globalization also provide a platform for the analysis and evaluation of the global cities’ strategic competitiveness. These include the set government policies and political climate characterizing the cities and their contributions towards enhancing their competitive edge in the globalized world. The strategies embraced by each of the cities to enhance their competitiveness across the social, political, and economic domains also make for effective evaluation criteria of the global cities. The basic economic conditions of the cities, on the other hand, function to provide the key indicators for rating the performance of the cities on their achievement of the sustainable growth objective as influenced by their strategic competitiveness. The outlined elements form the basis of the evaluation criteria embraced in the development of the comparative analysis of the three global cities.
