The constitution has clauses which permit the division of power among the federal, state, and local governments. However, although the different levels of the government understand their limits as provided for in the constitution, more often than not, they fail to agree with some articles (Nolon & Gavin, 2013). The federal and the state governments are designed to operate in unison as opposed to local governments which are usually operated independently. This paper is focused on enabling the reader to have a broad insight about hydro-fracking. The constitution provides definite rules that guide and shape operations at the state, local, and at the national level. Hydro-fracking is an upcoming technique of emerging developmental approaches which facilitates the production of natural gas by drilling shafts into the earth. The method makes use of water to dig natural gases from the earth (Nolon & Gavin, 2013). Natural gases are both environmentally and economically friendly and safe compared to their oil-fueling counterparts. The experience with hydro-fracking has proven to be perfectly safe since its supporters have not reported instances of water pollution. On the contrary, opponents claim that if wells which reserve water that is used in the process leaks, it can contaminate water and pollute the environment with its chemicals.

Proponents of hydro-fracking process agree with the federal government’s regulations on hydraulic fracturing. They maintain that the depth of the fractures is too deep that they cannot allow toxins to flow and contaminate drinking water on the surface. Moreover, the supporters believe that the earth is abundantly endowed with natural gas, which can help to reduce the cost of electricity as well as solving the problem of energy shortages (Nolon & Gavin, 2013). Additionally, they also argue that implementing the hydraulic fracturing process will create employment opportunities for many people. Opponents of hydro-fracking believe that chemicals and pollutants are which are likely to remain at the fracking site would not only pollute the environment but will also leak from the pipes and flow into water supplies. There is an ongoing debate between the state governments of Pennsylvania, New York, and New Jersey on whether or not they should make okay the construction of hydro-fracking sites at River Delaware. The local, state, and federal governments interrelate through working in unison to facilitate the operationalization of this process. Leaders from all levels of governments and political divide collaborate to lower the cost of energy (Buttny, 2019). Texas and Houston used hydro-fracking in the 1940s when the firm used vertical shafts to generate electricity. However, the beams were inefficient because they drew the gas from small surfaces. The recent development enables drills to pull gases from horizontal surfaces which facilitate access to relatively more gases.
