What Carmen means by 'migration as reparation' is that refugees or migrants need to be granted a right to successfully enter and live in the target country of choice as a method of payback for what these wealthy countries did to their home nations(Gonzalez, 2020). Instead of coming up with monetary reparations, as was the case for the Native Indian tribes in the U.S, a wealthy nation such as the U.S. needs to accept the refugees coming through its borders from the other countries where its foreign policy caused and continues causing havoc. Essentially, it is the U.S. that caused the initial instability, which pushed the people out.
