Political Feasibility Analysis of Proposed Budget Cuts to Public Library Services Student Name University Course Professor Name Date Political Feasibility Analysis of Proposed Budget Cuts to Public Library Services Memorandum To: Whom it may Concern From: [Your Name], Head, Policy Analysis Unit Date: April 6, 2025 Subject: Political Feasibility Analysis of Proposed Budget Cuts to Public Library Services The public library system faces the budget deficit because revenues are reduced and expenses have grown. Due to monetary issues, the city has several cost reduction plans, and thus, considering library branches’ closure and the bookmobile services’ discontinuation. These strategies should undergo political analysis to establish their viability in addressing the existing financial issues. This paper analyzes the political perspective of these proposed measures touching on public support and involvement and political factors that ensure the success of the project. The political feasibility is more suitable for this situation than the cost-benefit analysis because it offers practical solutions, reducing costs and increasing public support and political viability. Background The Problem The public library system, operating as educational and community center faces a serious monetary crisis. The system operators face budgetary issues because their revenues are down, and local taxpayers provide reduced financial support while states and federal agencies cut their funding. According to Dave & Matsakis (2025), The Institute of Museum and Library Services (IMLS) funding amounts decreased from $290 million in 2019 to $229 million in 2024 as federal support diminished. Because of funding cuts, the library faces reduced capacity to deliver vital programs and services that serve educational needs, community outreach, and resource access to disadvantaged populations. The city faces budget pressures, which have led to a consideration of two main cost reduction plans, including library branch closures and stopping the bookmobile service. The proposed financial relief through library closings and bookmobile service removal creates significant political challenges and social consequences that might offend minority communities and trigger opposition from residents who depend on these services. Political Feasibility vs. Cost-Benefit Analysis The cost-benefit analysis detects which solution brings maximum money savings but fails to consider real-world political implementation factors. A policy selection requires consideration of public support, stakeholder backing, and potential opposition because political feasibility is the fundamental evaluation (Cairney, 2022). A policy achieves political feasibility by being financially effective in resolving the financial issue and receiving enough backing from key stakeholders and public support. Political feasibility remains essential for this situation because it allows policies to excel in long-term implementation despite financial efficiency being the only concern. Criteria for Political Feasibility Analysis Effectiveness Effectiveness establishes how well the proposed options resolve the city's budgetary problems. The evaluation of this factor enables officials to assess whether the budgetary issues can be resolved through the proposed policy while maintaining alignment with established objectives. Closing substandard branches would produce significant savings that would benefit operating, staffing, and building maintenance expenses. The proposed measure would diminish library service availability in areas with substantial socio-economic disadvantaged communities. The termination of bookmobile services would save transportation costs and staffing expenses. However, it would negatively impact elderly and rural users who depend on these services to obtain library materials. Measuring effectiveness requires more than cost-efficiency data since it must evaluate how proposed changes affect library services to underprivileged communities. Efficiency The efficiency evaluation examines the implementation quality through time requirements, resource optimization, and overall administrative expense management. Evaluation determines that implementation resources are us...
