The mission essential functions are basically a set of organizational functions which cannot be delayed. These include the local jurisdiction, tribal, state and territorial (National Continuity Policy Implementation Plan, 2016). As such, they are part of the mission functions that are performed when there is a major disruption especially with regard to the vital services, public safety and health sustaining economic and industrial base.
The MEF identification process can easily be summarized into five main steps. The first step involves the identification of the functions that the organization performs, this is then followed by the candidate mission essential functions. This can be based on two main criteria, which is mission or the level of essence. This is then followed by the development of MEF data sheets (National Continuity Policy Implementation Plan, 2016). After that the candidate MEFs are then prioritized, after which they are submitted for leadership review before they can be approved.
PMEF
The primary mission essential functions identification takes on a two tier approach. The first step is associated with the agencies and the second section is completed by the IAB. The identification process is done by all the departments and agencies while in coordination with the NCC (FEMA, 2013). Ideally, this means that the IAB will identify and then map the interagency PMEF processes with reference to the interagency NEF execution by conducting BPA (FEMA, 2008). This is then followed by the establishment of PMEF interdependencies to the NEF.
It is also crucial to identify the single points of failure, mitigation strategies, recovery times and PMEF downtimes. From this point, the final NEF BPA mappings are then compiled into a report that is the forwarded to the NCC. This is a report that contains findings and recommendations, which the NCC then reviews (FEMA, 2008).
