Constraint on Homeland Security operation due to budget
The constraint that will be faced by DHS due to the budget reduction can be said to be a strategic constraint. The Commandant Adm. Paul Zukunft on his first state of the Coast Guard Address to the Transportation and Maritime Subcommittee revealed that he had to send 50-year old medium endurance cutters to emergency dry docks resulting in a reduction to patrol time by 20% (Police Assessment Resource Center, 2011). He had planned to counter such a situation by recapitalizing the endurance fleet with offshore patrol cutter. He stated that the strategy to acquire more fund was not meant to “do more with less but making a smart choice.”
