Most countries are continuing to adopt electronic monitoring (EM) programs considering their impacts in correction. However, the programs attract debates with some people supporting their suitability as others condemn their efficiency. In this analysis, emphasis will be put on exploring the suitability of EMs in responding to prison overcrowding and aspects that affect the effectiveness of the systems.

Multiple reasons point to the understanding that electronic monitoring is a good way to respond to prison overcrowding. Primarily, if the systems are used efficiently, they can ease monitoring low-risk and no-violent offenders without incarcerating them thereby reducing the prison population.
