This opportunity constrains dichotomy forms the analytic basis of the evaluation of benefits and problems of Chinese climate governance that succeeds globalization as an environmental change driver. Case 1 โ€“ Benefit: Synergetic Air Quality and Carbon Governance China was the first player to introduce climate control built upon the combination of air pollution and carbon reduction, which demonstrates that a global system can affect domestic reform. The Synergetic Roadmap (2021-2023) focuses on dual control of the pollutants and greenhouse gases to attain the carbon neutrality and air quality (Lei et al., 2023). The merger of the ministries of industry, transportation, and energy within a single strategic framework transformed the Chinese environmental policy. It is a case study of how globalization may promote institutional innovation by allowing international principles of policy design to be transferred, whilst maintaining the Chinese ability to do it centrally. This move has yielded commendable outcomes. With the reduction of PM2.5 and SO2 emissions in large industrial cities, the number of high-pollution days began to be observed. By reducing the exposure to particulate matter by 2.8 percent in 2015-2020, China prevented an estimated 282,000 premature deaths (Lei et al., 2023). Economically, such policies accelerated the development of renewable sectors of solar production and electric vehicles that increase global competitiveness and generate numerous jobs (Hepburn et al., 2021). These developments also confirm the economy of the green transition and establish China as a leading exporter of clean technology. The synergistic model improves the living standards and health of the people socially. The health in all policies philosophy presented in the National Climate and Health Action Plan is evident in the fact that health indicators are built into environmental policies (Lei et al., 2023). Such enhancements of social well-being as reduced disease burden, greener cities, and cleaner air are only a few examples of ways in which environmental policy can enhance social well-being.
