Dr. Based on John Rohr's question, public administration faces a dilemma regarding how professionals should be evaluated by public officials versus their use of expert abilities (Rohr, 1998). Public officials gain decision powers through their specific knowledge and technical expertise for operating complex government operations. The US Food & Drug Administration demonstrates specific agency public health protections through its regulatory standards for safe drugs and food manufacturing. General laws require transformation by administrative experts since elected officials often lack sufficient technical expertise to formulate workable rules (Rohr, 1998). The responsible systems that oversee their work depend on their authority and the constitutional and legal guidelines. Bureaucrats require appropriate monitoring systems to exercise their power since their work advances democratic policies, though unchecked bureaucratic governance lacks legitimacy. The legislature has established legislative oversight as the foundational tool that allows Congress to track agency execution through hearings and budgetary reviews (Rohr, 1998). According to the Administrative Procedure Act (APA), government agencies must follow specific rules to develop regulations by providing citizens with advance notice and giving them the chance to participate throughout the process. The system evaluates agency actions by verifying that actual practices follow both the law and constitutional framework. Executive supervision begins with OMB supervision and continues through the President’s power to appoint and remove agency heads in control positions (Rohr, 1998). Bureaucrats require execution authority because of their expertise, yet all their actions must remain under democratic oversight to prevent power abuse while maintaining accountability. 2 Street Level Bureaucrats Public service workers, known as street-level bureaucrats, directly serve citizens at their jobs and make decisions with significant freedom. These workers consist of police officers, social workers, teachers, healthcare staff, and government representatives who put policy into action at the local level. Lipsky (2010) says street-level bureaucrats become the public policy's main representatives by putting laws and rules into action when they serve the public. Their everyday choices and work directly affect people's lives and determine how officials follow and enforce regulations. Bureaucrats who work at the street level make policy choices using their freedom to make decisions. Each individual at the street level follows official rules but holds the power to apply guidelines according to specific situations they encounter (Lipsky, 2010). Bureaucrats use their authority to adjust policies according to how things happen in the real world, which results in unequal policy execution. A police officer chooses to give warnings instead of traffic citations when dealing with minor offenses (Lipsky, 2010).
