  1. If school expenditures are selected by majority vote, then most voters in the school district will be perfectly happy with the selected amount of spending.  Do you agree with this statement? Provide theoretical support for your position.

  2. Participatory democracy has a role in determining the public’s choice of level of goods by a local government.  Please define “participatory democracy” using an example of when this may happen when you vote, why is it significant? What economic theory supports this and why?   Does it increase the likelihood that eligible voters will act accordingly? Why or why not?

  3. As we discussed, demographics & migration are significant elements of State and Local finance.  These impacts can be realized in both the short and long term.  Please describe how migration trends can impact a state or local budget giving an example of both a short and a long-term impact.   

  4. Some people have suggested that political voting and voting with one’s feet simultaneously apply in determining the amounts of local public services to provide.  What is the Tiebout theory or hypothesis, describe the assumptions, and provide insight as to how they (the assumptions) may contribute to the role of voting?

  5. The Tiebout process represents an alternative to the majority voting model as a way of making public fiscal decisions.  Compare these alternative theories in terms of what they predict about the nature of State/local governments. What else plays are role and will the combination of the three lead to an efficient provision of government goods & services in the jurisdiction.  

  6. Please describe the relevance of the US Census and why it matters for State and local budget making.   Please use at least three examples to illustrate, as well the issues that have impacted the most recent census.

When making decisions, compromise, in many cases, has to go for the majority. The government makes some fiscal choices base don public demands in regards to goods and services. Individual input in a matter is one way of participation, and the government through respective bodies will always refer to making decisions based on individuals needs. Suppose the majority of the voters are for a given action. In that case, the government will ensure that it prioritizes the given aspects that will make most public happy. The median voter theorem is proof of this. The median voter theorem states that at all times, a majority rule voting system will favour the outcome most preferred by the median voter. Political leaders will always ensure that they come up with the decisions that will tend to be accepted by median voters. Decisions are thus made in regards to the level of happiness that it will derive to the public. Thus, passing school expenditure based on the majority is a key aspect that individuals look at when passing aspects such as resource allocation. Governments engaging their citizens in decision making ensures that in the long run ensures that there is democracy. Participatory democracy in a local government could be demolishing a block to build a school playground. This would need participation, ensuring that in the long run that the decision taken is one that the community agrees to and supports. Modernization theory is an economic theory that advocates for participation. Based on the theory, society will tend to grow based on an individual’s participation. Participatory democracy's main aim is to ensure that the citizens can decide on proposals while the government and politicians apply the given recommendations. Participatory democracy plays a key role in voters and their likelihood to act accordingly. When voters are part of the decision-making process, they will ensure that they make recommendations that will be beneficial to the community at any given time. The participatory decision ensures that local individuals make decisions regarding how it will affect the local population.
