The Non-vessel-operating common carriers (NVOCC's) ARE the shipping companies, which do not own the vessel. The Federal Maritime Commission (FMC) licenses the NVOCCs to act as Ocean Transportation Intermediaries like the Freight Forwarders. Even as the NVOCCs do not own the carriers they can issue bills of lading since they act as both carriers and shippers. The NVOCCs also buy and resell the space on ships, and they are freight consolidators. Logistics managers may choose the NVOCC option to mitigate risks when they can direct cargo volumes who are stable partners and address contingencies (Branch & Robarts, 2014).
NVOCC and shipping companies also need to declare the contents of containers bound for the US ports to facilitate inspection (Talley, 2013).
