There was the search for information and identification of resources to prepare crises and response, including planning for actions and responsibilities. When working towards CAP, there was an emphasis on identifying the objectives, actions, plans, and priorities before CAP is implemented and there is recovery. Identifying the action steps required for adequate response, stabilization, and recovery is essential in crisis management and planning. Building resilience is one of the top priorities to facilitate crisis action and management planning. Resources and planning make it easier to mobilize and respond to crises, and knowledge is useful to strengthen an organization or community when there are incidents (Coombs & Laufer, 2018). There can be a loss of control in a crisis because of the failure to access timely information and be well prepared. However, it is helpful to leverage the existing capacities and information available to support planning and enhance resilience.
Minimizing losses and avoiding growing mistrust with the stakeholders are some of the top priorities in crisis planning. However, to improve crisis planning and management is essential to communicate with stakeholders to better understand what to expect and the reasons behind certain decisions. Additionally, developing a capacity for resilience enables people and organizations to respond and survive major crises (Mitroff, 2005). Analysis requires data, including information from external resources, to support decision-making. Using the best evidence to support decisions will help mitigate hazards when responding to climate change.
