In the Unit 8 readings, review either the National Preparedness System (NPS) or the Federal Interagency Operational Plans (FIOPs) and explain how you believe the document complements regional, state, or local risk assessments. Also, explain how completed Threat Hazard Identification and Risk Analysis (THIRA) documents can be used as a decision tool at the local, state, or federal levels for budgets, grants, or resource needs.
In your response to other students, compare and contrast their conclusions on how these documents can be used for risk assessment and decision-making.

Capabilities are the means of achieving a mission, function, or goal based on the completion of associated tasks to set performance levels under specified conditions. The fundamental capabilities specified in the National Preparedness System are the most critical of these capabilities. The National Preparedness System is the tool that the country will use to develop, maintain, and deploy the key capabilities needed to accomplish the aim of a secure and resilient country (FEMA, n.d).
Complex and far-reaching risks and hazards necessitate a community-wide effort to engage preparedness initiatives in order to establish, sustain, and deliver core capabilities and meet the National Preparedness Goal's desired results.
