Founded in the year 1904, the foundation of FIFA was in the rear of the Union Françoise de Sports Athletiques. The headquarters are in Paris at the Rue Saint Honore229. Authorized representatives from some football associations signed the foundation act. The associations included the USFSA of France, UBSSA of Belgium, DBU of Denmark, NVB of Netherlands, the Madrid Football club of Spain, SBF of Sweden and ASF of Switzerland. The idea of founding an international football federal spread to Europe but the intention was for the recognition of the founders of football association in 1983.
The first international match was in Brussels and Belgium, and France were the contestants. The event took place on May 1, 1904, and it was during this time that Guerin took the opportunity to broach the subject to the Belgian counterpart. It was clear that the English FA were not going to take part and thus Guerin sent invitations right away to the founding assembly. The organizing process of an international game had just commenced.
The first statutes of FIFA were put down. The following rules were to be followed strictly as highlighted by FIFA.COM: “the reciprocal and exclusive recognition of the national associations represented and attending; clubs and players were forbidden to play simultaneously for different national associations; recognition by the other associations of a player's suspension announced by an association; and the playing of matches according to the Laws of the Game of the Football Association Ltd.” The annual fee to be paid by each national association was FF50.
FIFA, as the world's football association governing body, has a responsibility to ensure sustainability and stability in the games' foundations. It has got a zero-tolerance policy for any form of wrong doings. In all the areas that FIFA operates it, it is committed to transparency and good governance principles. The employees, the officials, and the member associations are required to meet high standards concerning the above. The governance reforms have been taking place over the past 15 years, and FIFA has been progressively adapting them to ensure that they conform to the needs of the modern game.
A set of reforms were approved by Extraordinary FIFA Congress and presented by the 2016 FIFA Reform Committee. Dr. Francois Carrard was the chairperson of the meeting. The recommendations and principles of the reforms were integrated into the amended version of the FIFA statutes. Some of the key reform aspects were as follows: The FIFA council had a duty to set the overall strategic direction of the association. The General Secretariat had a responsibility in overseeing the commercial and operational actions of the strategy to ensure it is effective. This would create a clear boundary between management functions and ‘politics.' The term limit of the all the officials of the association was a maximum of twelve years. The officials here are the president, the council members, the audit members, the compliance committee members and the judicial bodies' members.
The council members’ elections must be under the supervision of FIFA, and they must comply with the FIFA regulations. Integrity and eligibility checks that are comprehensive are conducted by the Independent FIFA Review Committee. Women were to be recognized and promoted in all areas in the association. Individual compensation disclosure was to be done on a yearly basis. Good universal governance principles were to be adhered to, and FIFA had to conform to human rights.
