The United States Federal government has established a budget process that constitutes the Federal Budget. Before 1974, the congress had not come up with a coherent budget to be used in their transactions. When President Richard Nixon was elected as president, he refused to spend funds according to the allocation of the congress. The congress decided to challenge the President in a formal way. The congress Budget Act created an office which took care of most budget controls. This Act took assumed control over the budget by directing it away from the Office of the president. The act passed without much opposition and this was because the administrative government was not willing to challenge the congress.
