The entire novel is based on the proving of philosophical ideas that are above governance and structure. Through the voyages, the author affirms that humans are not as superior as they think, and other beings are not weak either. Chapter four of the book forms a solid foundation, and the audience is supposed to share Gulliver's shock when he realizes that the horses are in charge of the country he is abandoned in (Williams, 1951). One thing he notes is the order in which the horses conduct themselves and how naïve they are. He is judging them based on the frame of evil and good, and in this case, the horses are not aware of the idea of evil and its importance in society. The satire takes a more technological approach...
