You are a captain in charge of programs at a large state correctional facility. The programs that you oversee offer a variety of opportunity to inmates, including jobs training, general education, and psychological counseling. The programs under your area of responsibility have names such as Alcoholics and Narcotics Anonymous, Anger Management, Arts on the Inside, Batters Intervention, Bible Study, Developing Adults with Necessary Skills (DAWNS), Employability Skills Class, First Step, General Equivalency Classes, Prison Fatherhood, Learn to Read, Mediation on the Inside, A New Leash on Life, Residential Substance Abuse Treatment (RSAT), Self Esteem Class, SISTA/NIA-HIV Awareness, Vocational Training, Yoga 4 Change, Thinking 4 a Change and Work Net Solutions,

Unfortunately, the state legislature has decided to cut prison budget, and prison programs are targeted for substantial cost reductions. This means that you will have to decide which programs to keep, and which to reduce in size, or eliminate entirely.

Your boss, the prison warden, has asked you to draft a written plan that identifies the programs whose funding will be reduced. You have begun to think about what you will write into the plan, keeping in mind the needs of the inmates in your facility. You think about their personal and psychological well-being, and recognize that counseling programs are important, but you also know that job skills training programs provide a valuable opportunity for success upon release.

As you continue your internal dialogue, you remember what you learned in Intro to Corrections class that you took at Miami Dade College. The class taught you that the best decisions are usually evidence based-that is, made on the basis of scientific findings that demonstrate what is most effective at achieving the goals that you've set. As you continue thinking, a number of questions arise. They are:

1. What are the most important programs in the institution over which I have control?

2. Which are likely to meet their goals?

3. Where can I find evidence-based studies that will help me make the best decisions

Introduction
A state correctional facility refers to the prison, jail or a place that serves to confine and rehabilitate prisoners. It may or may not have tight security depending on the division and category of prisoners. For example, if the offenders have committed a serious crime, are aggressive and rude, and have been sent to the state correctional facility for rehabilitation purposes, then the security of that particular correctional facility will be tight since the chance is that the prisoners will do everything to find a way to escape (Friedmann et al., 2015, p. 50). In Arizona, there are about 47 state prisons that are grouped into two correctional treatment facilities and 14 complexes, serving prisoners of the state of Arizona. As a captain in charge of programs at one of those two facilities, I must oversee different opportunities to inmates such as job training, the provision of quality education and psychological counseling (Friedmann et al., 2015).
The Programs Under My Responsibility And Their Importance
I am responsible for overseeing nearly twenty programs, all of which are necessary for prisoners. However, the state legislature has told me that he wants to cut the prison budget by next month, which means some of the programs will have to be skipped (Friedmann et al., 2015). Before we do that, I want the legislator to look at the various benefits these programs provide for the prisoners.
1. Alcoholics and Narcotics Anonymous – It helps the offenders know the side effects of alcohol and narcotics (Friedmann et al., 2015).
2. Anger Management – As part of this program, they are taught how to manage anger, stress, and anxiety (Friedmann et al., 2015).
3. Arts on the Inside – This program boosts the artistic skills of the prisoners and helps them improve their artworks (Friedmann et al., 2015).
4. Batters Intervention – It aims to help the people living with psychological disorders recover from their diseases (Friedmann et al., 2015).
5. Bible Study – It is a kind of religious program that aims to help the prisoners learn Bible (Friedmann et al., 2015).
6. Developing Adults with Necessary Skills (DAWNS) – The adult prisoners are equipped with technical skills (Friedmann et al., 2015).
7. Employability Skills Class – In this class, the prisoners are taught the skills of how to earn a living (Friedmann et al., 2015).
8. First Step – It is one of those very few programs that help prisoners develop politeness and humbleness in themselves (Friedmann et al., 2015).
9. General Equivalency Classes – Under this program, they are taught what are the fundamental rights and duties of males and females (Friedmann et al., 2015).
10. Prison Fatherhood – In this program, they learn how to respect elders especially their parents (Friedmann et al., 2015).
11. Learn to Read – Different reading, writing, and speaking skills are taught to the prisoners (Friedmann et al., 2015).
12. Mediation on the Inside – They are helped to dig deeper, inside them, and get the solutions to many problems from there (Friedmann et al., 2015).
