critical infrastructure. Ensuring the continued functioning of all aspects of this infrastructure is a
responsibility incumbent upon all facets of our society. For this final written assignment, you are to
select one of the 16 critical infrastructure sectors determined by Presidential Policy Directive 21,
Critical Infrastructure Security and Resilience, as the primary focus topic of your report.
State this topic and include/state introduction and conclusion for the appropriate paragraph.
In your report, as it relates to your chosen sector, offer the following:
- In-depth analysis of the threats and hazards currently being addressed
-The consequences to communities, states, and nation should that sector be compromised
-Measures that government (local, state and federal),as well as the private sector is currently
taking related to each of the five mission areas found within the National Preparedness Goal
(prevention, protection, mitigation, response and recovery)

The communications sector is an integral aspect of the United States' economic factors. Some of the components in the economy include; business operations, public safety and government (CYBERSECURITY & INFRASTRUCTURE SECURITY AGENCY, n.d.). The communications sector is recognized by Presidential Policy Directive 21 as a critical component in the coordination of all infrastructural sectors. Consequently, the basic infrastructural process cannot be implemented without the coordination provided by the sector. “Over the last 25 years, the communications sector has evolved from predominantly a provider of voice services into a diverse, competitive, and interconnected industry using terrestrial, satellite, and wireless transmission systems.”
The telecoms sector has a significant task of solving the prevailing hazards and threats to ensure efficiency in the industry. Most of the issues are related to the safety and health of individuals working in the sector (Scholes, 2016). These threats affect the output of the workers and the most impact of iteration affects the people depending on their services for communication. Can the current generation of individuals live without provisions like Wi-Fi and smartphone? (Scholes, 2016) Most people will disagree since they think and feel that they cannot enjoy life without the aspect of social networking. Various apps like Instagram and Facebook have many users and the populations cannot imagine staying without the connection brought by the media channels. “The telecoms industry is a label for a sector that includes everything from smartphone manufacturers to communication systems, wireless routers to outsourced call centers.” (Scholes, 2016) In this case, the industry has to realize and address the threats and hazards in the communications sector.
Health and safety risks are prevalent in all telecoms companies and none of the firms in the industry is an exception irrespective of size and the prominence and dominance of the companies in operation. For instance, the problems experienced by the small size IT infrastructure organizations managing local networks and data centers are also prevalent in giant firms like Vodafone (Scholes, 2016). The large industry managing many firms entails various bodies of legislation in different global countries to enhance the protection of employees and investors in the sector. For instance, the Health and Safety at Work Act 1974 covers most of the perils that may occur to the people working in call centers, other offices and retail operations (Scholes, 2016). This step ensures mitigation and ultimate curbing of the issues arising. The management has a duty of ensuring the safety of workers through the creation of a positive environment. However, the provision can only be achieved through strategic planning to access information about the occurrence of an accident and also to take the right measures of action to manage the situation (Church, 2013). The proper management yields substantial communication channels, provision of desirable devices and stable network sources.
The risks in the communications sector are always extreme and prevalent while working at high levels of height. On the other hand, the safety procedures are costly and not all companies in the telecoms industry can afford them. The deprivation leads to physical harm and even death of some workers from the accidents. For instance, there are more than 1000 fatalities and 4000 accidents in Europe every year (Scholes, 2016). The statistics reveal that the risks cause the deaths of large populations, calling for immediate action to enhance the safety of the workers in the country. In this case, Europe can involve some strategies like the implementation of the Work at Height Regulations 2005 (WAHR) to ensure that the individuals managing and controlling the task at high height ensure the work is planned accordingly, supervised and carried out by the most competent individuals (Scholes, 2016). One of the most efficient steps in the plan involves working with the right equipment for the task in question. Although the law states that the people controlling the work should take responsibility and enact means to complete the tasks from the ground, the idea is not possible in some telecoms installations like towers (Scholes, 2016). The main solution to the issue is the reduction of the risks to enhance the safety of the workers since the height from the ground is the only way of transmitting the signals used in devices like smartphones.
The telecoms industry should follow various regulations to ensure the safety of the workers at height. First, workers should ascertain the suitability of the equipment to ensure they are strong enough for the underlying task (Scholes, 2016). The equipment should also be well-maintained and checked at regular intervals to confirm their suitability for the job. The other requirement is to ensure that the workers are safe in the movement process to and from the destination of working at height. The path should not have any constraints that might distract the workers while on the movement to work and back. Workers are advised to refrain from overloading and overreaching to get something while working at height (Scholes, 2016). Any instance of having undesirable weight or trying to get something or a place that’s out of the normal reach without straining is bound to result in falling and engineers are supposed to avoid such situations. The context of the work at height should also provide protection like helmets to prevent the impact of stray falling objects (Scholes, 2016).
