Victim compensation programs in the USA are meant to support individuals financially who suffer from accidental injuries or any loss because of violent crimes. Though these compensation programs and their funding sources vary from state to state level in the USA, some of these elements are common and include specific sources. Court fees and fines are among some of the prime funding sources for victim compensation programs. The offenders have to pay restitution to state courts as compensation for their crimes or offenses, which are then used to support financially in victim compensation programs. For example, the fines collected from offenders are a prime funding source for the Victim Compensation Board in California. Similarly, in some states, like New Jersey, a certain amount is allocated to fund victim compensation programs collected through lottery or gaming revenues (Davis et al., 2020). Also, federal grants and state-level budgets are allocated separately to support victims of crimes in different states of the USA.
All the operational activities, including funds allocation and claim evaluation, as well as compliance with state and federal regulations, are administered by the state-designated agencies or boards. These agencies or boards operate through a well-structured and well-defined working framework to financially assist the victims of different reported crimes. Specific regulations are framed at state levels to assess eligibility criteria and financially support crime victims. The handling agencies receive applications from victims of crimes, including assault, robbery, human trafficking, and domestic violence (Bach-Golecka, 2021). The states have set compensation limitations against the victims of each crime. The agencies manage compensations for medical coverage, funeral costs, and mental health rehabilitation. The submitted applications are assessed, analyzed, and examined thoroughly before financial compensation is given to the victims.
