However, the system must also endeavor to prevent those who have been convicted of a crime and released from recommitting crimes and returning to prison. Current research shows a high rate of recidivism, with as many as 43% of felons being rearrested while still on parole (Petersillia 2011). However, researchers are not only recognizing a problem but are also looking for solutions as they search for empirically based methods to reduce recidivism. Through their work, they call-in to question early research that suggests reducing recidivism through treatment is unlikely.

The effects of the US criminal justice system, as the incidence of recidivism, a tendency for previously incarcerated individuals to re-offend, indicates that 70% of this group re-offend and return to prison (DOJ, 2024). Therefore, evidence-based rehabilitation programs need to be implemented.
Elements of a Successful Correctional Rehabilitation Program
Several key elements of effective correctional rehabilitation programs are included to reduce recidivism. As per Caldeira, Bagdon-Cox, and Sharp (2023), the risk-needs-responsivity (RNR) Model entails assessing offenders’ risk levels and criminogenic needs to determine the intervention needed. RNR programs have proven to greatly decrease recidivism related to sexual, violent, and general recidivism. Further, cognitive-behavioural therapy (CBT) interventions aim to adjust maladaptive thinking patterns related to criminal behaviour.
Besides, academic and job skills training provided by Education and Vocational Training is critical to the successful reintegration of incarcerated individuals. According to Wetzel (2023), prison workforce and education programs reduce the likelihood of recidivism by 14.8%. In addition, work indicates positive employment effects for former offenders – a 6.9% increase in the likelihood of employment and an additional $131 a quarter when they work. Additionally, a vital element in preventing relapse into criminal behaviour occurs when substance use and mental health problems are properly addressed.
