There has to be clarity in the responsibilities of each level of government. I would first seek to resolve the Supremacy Clause. The conflicts between state and federal law ought to be resolved by providing clear guidance on Article 6 Clause 2, which primarily says that federal laws and the Constitution are supreme laws of the land. Given that there have been inconsistencies in Supreme Court rulings relating to the law, there should be changes to the Constitution that specify the circumstances that make federal laws superior to state laws.
