In short, define a problem, discuss the response, and provide alternative responses to the problem. For example, your problem could be drug use/abuse, with a focus on prescription drug abuse among teenagers. Your description of the problems should be fact based, relying on expert opinion. Your alternative response can be an adjustment of current policy or a new direction. For example, your may propose longer prison sentences, or legalization of all drugs. Be creative, although suggestions must be supported by scholarly research.

Abstract
Police brutality has always been a controversial issue across America and worldwide. In the early days, protests were sparked off by the poor laborers who saw the police as an arm of the government meant to harass them. Today police brutality has been associated with the use of excessive force by law enforcement when making arrests. This paper addresses the issue of police brutality while providing some views shared by experts. It also provides some recommendations that can be implemented to help solve the problem of police brutality. Moreover, it gives some of the reasons associated to the vice and some of the factors that contribute to its existence.
Introduction
Ever since time in memorial, the police have been known to take advantage of the power granted to them by law. Due to this, several people have come out to speak against this vice hence bringing it to public attention. Police officers feel that they can commit murders and often get away with it. This is done through the excessive use of power to make an arrest. Many videos have surfaced on the internet showing exactly how police misuse the authority granted to them. Police have been allowed to shoot when they feel like their lives are in danger, but they shoot before asking questions. The problem of police brutality is increasingly gaining popularity in the world thanks to the videos surfacing that are showing the other side of the police force. Police brutality has some impacts on individuals in the society. In the community, people will lose trust in the very institution that is there to protect them. If the police maybe because of the ethnic background of race constantly harass people, they will lose faith in the police department. Loss of faith often leads to a vacuum, which is filled by organized crime. People are always looking for somebody who can protect them. This duty is entitled to the police according to the law however if the police fail to produce the needed safety people will look for alternative sources. Constant police brutality to members of the community often leads to the lack of trust hence gives breathing ground for organized crime. It also has some effects on the victim in that the person loses faith in the justice system and can quickly become attracted to crime in rebel to the system. The individual can also undergo physical pain. Many cases of injury have been reported all over America. According to a recently concluded research most people do not report cases of injuries for fear that the same police will affect them. In some cases, the excessive use of force by the police has led to the death of suspects. For instances cases of police shooting innocent black victims are on the rise throughout America. A good example of a case of a police shooting that led to death is the killing of a young black man in Fergusson. The death of the young man sparked protests countrywide with people asking for the prosecution of the officer involved. Such action is necessary as it creates a good image for the company. For the better part of 2015-2016 America has seen a rise in cases of police brutality.
According to a recently concluded research from 2008-2012, there were more than 6000 cases of police brutality 300 of which were fatal. Experts warn that if immediate action is not taken to curb this issue, the number may rise significantly. According to a group within the United Nations named experts on people of African descent, the United States government is responsible for the systematic racism that often leads to racial profiling and police brutality (Chaney, & Robertson, 2013). It terms the government as the root of all the causes that hinders people of different racial profiles especially African-Americans from exercising their full human rights. Experts advocate for the quick implementation of policies that will prevent the matter from escalating. At the same time, the group argues that failure to take immediate action will lead to further hatred from the people to the police. This also contributes to a low economic outcome in that if the police harass people they will have a negative towards paying taxes as they view them as the government. This will lead to the collection of less revenue hence corrupting the economy of the nation. J. Cole, an American based rapper, and activist for black lives and police brutality argues that it is causing a rift between the people in the community. This means that if the police want help from the police, they will get little help since trust is already lost. According to him this will only lead to a rise in criminal activities, which could have been avoided, had the police respected people and their ethnicity? The police have stereotyped different people, and this has been the largest cause of brutality. For instance, the Mexicans are associated with drugs, black people with crime and the Muslims with terrorism (Chevigny, 2008). When police arrest people from the races named above they tend to use excessive force because of the stereotypes formed against them. The truth is that not every black person is a criminal and neither is every Muslim a terrorist.
The society has often advocated for zero tolerance policies in schools which frequent advocate for police presence in schools. Nowadays the police have the authority to frisk, detain and arrest students, which has majorly attributed an increase in cases of brutality (Coon, & Travis, 2012). The presence of the police in learning institutions has a negative impact on the children, as they know that police are meant for criminals. When they constantly see the police everywhere from their homes to schools, they think that they are being watched and nobody likes being watched. This feeling gives them a negative attitude towards the police since they feel like they are constantly being watched. The police should not be allowed to frisk and detain children in schools to avoid such feelings. Another implementation made is allowing the police to use force should they feel that their life is under threat. The policy also gives them the authority to shoot suspects who are resisting arrest or are on the run. Officers receive sufficient training before they can be incorporated into the police force. This shows that they are equipped with the necessary tools to fight crime and at the same time protect lives. On the contrary, the police have become the perpetrators of criminal activities maybe because the see themselves above the law.
People in the community have also made tremendous contributions to police reforms for instance; each officer is required to carry a body camera and other surveillance equipment. This plays a significant role in monitoring the activities of the officers in that the cameras record their activities. This is a good step towards ensuring that police actively perform their duties without misusing their power. The equipment is put on their uniform is supposed to make sure that there is constant surveillance of their activities. This will also prevent the officers from participating in other criminal activities for instance extortion. Throughout history, police officers in America have been known to commit atrocities among the different people from different ethnic groups.
