Conventionally, conspiracy occurs when two or more individuals think of undertaking an illegal activity. However, the government cannot charge people with thinking about engaging in unlawful acts, but when they take a step further toward execution, it can employ conspiracy laws. The only requirement for the application of conspiracy laws is a tacit agreement among members of a group to commit a crime (Cobb, n.d.).
