The Health Professions Training Assistance Act of 1985 was proposed in 1985 to support delivery of inpatient and outpatient services on the homeless. Medicaid does cover some of the uninsured poor people, but states have enacted different eligibility laws that exclude many poor adults. One of the main challenges with the current health care legislation/policies is that there are many homeless people who are uninsured and ineligible who are still not covered. Homeless people have higher mental health and substance abuse disorders rates compared to the general population, but the health care legislation/policies are inadequate to meet many of their health needs (Nickitas, Middaugh & Feeg, 2020).
