Comparison, Similarity, and Differences in Policymaking at Federal, State, and Local Levels
There are three phases of policymaking at the national level: policy formulation, policy execution, and policy revision. The process of creating policy must begin with the development of laws, followed by the creation of rules and their implementation. The legislative, executive, and judicial branches of governance at the federal and state levels are extremely similar. The state and local governments established within each state are governed by the state's constitution and bill of rights, respectively (Shi, 2019). Both the state and the federal governments have responsibilities to local governments. County-level local administrations are organized into municipalities, often cities, towns, and villages. The federal authorities have established the rules and policies that must be followed; state governments may add to or remove the policy following their respective constitutions and bills of rights. Local governments operate under a democratic system and receive their authority from the state level. While the three arms of authority are used to create policy at the state and federal levels, townships and municipalities let their residents vote on local regulations and rules.
Role of Private Sector in Policymaking
The private sector played a role in healthcare policy for a long time. Healthcare funding is the primary area where the private sector participates in policymaking. Medical professionals, healthcare workers, healthcare facilities, pharmacies, and companies that produce equipment and supplies all fall under the private sector. There are no well-defined limits to integrating the private sector in healthcare and no clear regulation of private sector involvement in policymaking (Dhesi, 2018). Because of this, it is challenging to identify the private sector's participation in developing and implementing healthcare policies. The private sector is not a spectator in the healthcare industry; it actively participates in many different kinds of non-governmental organizations, institutions, and nonprofit bodies' activities. People participate in health care because they contribute technology and benefits to the healthcare system. They oversee medical facilities, services, and laws and regulations.
The national government funds most of the work done by private enterprises inside the healthcare systems. The national government would struggle to meet the demands of the population if the private sector did not provide the drugs and innovations required to manage a major healthcare system (Kelly, 2022).
