1 Background and Context
The members of the Rhode Island State General Assembly selected for this assignment are Representative James Shekarchi and Senator William Conley Jr. Joseph Shekarchi was born on May 17, 1962. He was educated in government and earned his Bachelor's degree from Suffolk University before earning his Juror's Degree from the Suffolk University Law School. He is a member of the Democratic Party and has been representative of Rhode Island since January 1, 2013, after serving the residents of District 23 ever since his first election in November 2012 (Representative K. Joseph Shekarchi, 2020). One of his legislative priorities was aired by the GoLocal News Editor, Kate Nagle, in 2019, where Shekarchi said that he wanted to introduce Blockchain technology and tax code legislation of the people of Rhode Island. He has had numerous committee assignments and has been the sponsor and co-sponsor of several bills, including Acts Relating to Food and Drugs and Relating to Solemnization of Marriages.
William Conley Jr. was born on March 2, 1953, and has been a member of the Democratic Party and the senator of Rhode Island since January 2013. Conley graduated from Boston College and Columbus School of Law. In 1982, he founded The Law Office of William J. Conley Jr., which deals with corporate, administrative, labor, and educational law. In addition to the personal activities as a lawyer, he was the East Province City Solicitor from the 1990s to 2008before being elected as the East Province City Councilor in 2010 (Senator William J. Conley, Jr., 2020). When he assumed office, his legislative priority was to build an ecologically healthy future and develop the economy of Rhode Island. The dream made him among the lead sponsors of numerous bills such as Right to Footway, Renewable Energy Growth Program Extension, Renewable Energy Fund Extension, Carbon Pricing Study- EC4, and Resilient RI Act and Climate Change Council-Senate Climate Bill, among others.
2 Analysis of Health Implications of the selected Bill.
For this section, I chose one bill sponsored by Joseph Shekarchi. The bill has a 25% progression from the date of its creation on January 24, 2020. House Bill 7288 is titled Long-term Health Care Goals and Values: The Rhode Island Alzheimer’s Disease Brain Bank Task Force. The health implications of the act are that it would establish a swift task force that would be tasked with assessing the need, desirability, and practicability of setting up a brain bank for patients with Alzheimer's disease (State of Rhode Island and Providence Plantations, 2020). The bill would provide all the resources and necessary materials required for extensive research of the condition related to the establishment of the brain storage facility and analysis on the impact of abnormalities caused by dementia on the brain. The bill outlines several potential members of the task force, including the director of the health department, the state medical examiner, and an expert from Butler Hospital who is a member of the Memory and Aging Program, among many others.
3 Evaluation of Legislator’s Health Priorities.
Compared to other legislators, Joseph Shekarchi has dedicated his career to bettering the state of public health among the people of Rhode Island. This is particularly evident in roles in sponsoring the 2019pension plans that were passed and managed by religious organizations and aiding their health plans financially. Also, he sponsored new laws on some programs, including Alzheimer's disease management and his creation of the blockchain technology financial applications to help in the structure. In 2018, Shekarchi created and passed laws that required the state’s insurers of health to provide their services without pay and any deductibles and their identification of chronic diseases in order to curb them first (Representative K. Joseph Shekarchi, 2020). On the notion of safety, he introduced legislation that financed the Victims' Compensation Fund that aided children affected by crimes and domestic violence. In my opinion, the legislator takes the issue of health more seriously and with utmost significance compared to other lawmakers. He has the topic under his major priorities ever since he started his politics, and that is why his proposed and sponsored bill will be granted and be written as a law in the state of Rhode Island.
* LEGISLATOR CORRESPONDENCE.
To the Legislator.
RE: MY THOUGHTS ON THE HOUSE BILL7288 OF 2020: LONG-TERM HEALTH CARE GOALS AND VALUES: THE RHODE ISLAND ALZHEIMER’S DISEASE BRAIN BANK TASK FORCE.
Dear Sir.
I spent a significant amount of time analyzing, making notes, and examining the possibilities of the success of The House Bill 7288, in which you are the leading sponsor. I must say that I am moved by the thought of using brain banks to manage the disease in our state. I support your idea of selecting a task force that will be charged with evaluating the needs, the ultimate requirements, feasibility, and the financial obligations of the establishment of a brain bank for patients who have Alzheimer's disease. As nursing students, we understand the importance of medical research and the applicability of its results in the passing of a bill to make it a law.
A personal example of an activity that relates to the objectives of the bill is the research I conducted in 2017 on the need, viability, and the inclination of the use of performing blood tests during a measles outbreak to check whether the condition could be genetic. With over 30 Alzheimer's disease Control Centers, the National Institute of Aging states that brain donation is an essential factor in the achievement of the long-term goal of preventing Dementia and Alzheimer's disease (Post, 2018). However, regarding the bill, I would like to ask you a question, sir, have you considered the ethical part of the practice? Should the act be passed, and there will be donors, it is entirely ethical for an individual's brain tissue to be extracted to be used on another person?
I hope that you read my message and respond to the question. I also look forward to finding out that the bill has been passed, and the people of Rhode Island have been helped. Thank you for taking the time.
Yours Faithfully.
