Legislators have been engaged in numerous debates leading to progressive laws that have created a robust system that meets the needs of different stakeholders, including nurses. While some legislations target sweeping changes throughout the healthcare industry, others are discipline-focused. Such efforts demonstrate the unwavering efforts by Congress to ensure that all departments receive appropriate laws for guiding their operations, protecting their interests, and ensuring that they contribute effectively to the overall reputation of the U.S. healthcare sector. As a result, this research will explore an emerging federal law and its effect on nursing practice, quality measures, pay for performance, patient outcomes, the impact of nursing leadership, and predict changes in nursing roles.
Current or Emerging Health Care Law or Federal Regulation and Effect on Nursing Practice, Role, and Responsibilities
The House of Representatives is currently debating engaged in debates about diverse regulations related to the healthcare system. One of the highly-waited laws is the “Improving Care and Access to Nurses (I CAN),” which has made significant progress since its introduction on September 13, 2022 (Morris, 2023). The bill number H.R. 8812’s primary sponsors are Rep. Dave Joyce and Rep. Lucille Roybal-Allard. They consider this legislation a revolutionary and practice-changing tool once it becomes law. Its primary goal is to address outdated limitations introduced by the 2010 Medicare and Medicaid legislation. This bill recognizes the strategic position of nurses and champions their capacity to practice to the full extent of their education. According to Morris (2023), despite nurses receiving thorough training in different healthcare areas, laws within the United States limit their services. Such an aspect is counterproductive, considering that approximately 40% of people covered by Medicare receive services from nurses. As a result, lifting barriers to their practice will significantly improve care delivery by these experts.
Once this bill becomes law, it will significantly impact the nursing practice, roles, and responsibilities in healthcare settings. For instance, Morris (2023) reveals that advanced nurse practitioners will gain the autonomy to provide referrals to patients for specialized services such as nutritional and other medical therapies. These experts will also supervise pulmonary rehabilitation, certify terminal diseases, and execute many other services reserved for physicians. Moreover, they will become licensed to diagnose patients, recommend tests, interpret them, prescribe medications, and manage and monitor treatment protocols (Morris, 2023). Offering these services without interference from physicians and other supervisors will significantly improve access to healthcare while allowing nurses to utilize their training maximumly.

Healthcare facilities have introduced different quality measures to motivate their providers to provide outstanding patient care.
