The Robert Wood Johnson Foundation (RWJF) Committee Initiative on the Future of Nursing and the Institute of Medicine (IOM) carried out a national-level evaluation of the educational, training, and practice needs of the nursing community, and its capacity to meet the needs of the public health system following the passage of the Affordable Care Act (ACA). Upon completing this assessment, the committee was tasked with the responsibility of proposing recommendations for meeting this needs to enable nurses offer “higher-quality, safer, and more accessible care” (RWJF Committee Initiative on the Future of Nursing & IOM, 2010). On the basis of its findings, the committee proposed a partnership among the various stakeholders in the healthcare sector for transforming the nursing profession to meet the nation’s health needs and challenges. These proposals provided an action-oriented blueprint that will guide future practices in the nursing sector with regards to training and practicing of nursing professionals. Some of the committee’s recommendations included transforming institutional and public policies at the local, state, and national levels. These changes will help address challenges related to diversity, training and practicing scope of nurses, as well as across-state collaboration and coordination within the nursing profession.
Importance of the Institute of Medicine Report of “Future of Nursing”
The IOM report on “Future if Nursing” is important as it provides the blue-print for overhauling and re-organizing America’s healthcare system to make it more effective in providing affordable and quality care services in different primary and secondary care settings. The report is instrumental in providing the framework for redesigning the following specific areas.
Nursing Practice
The report identifies the challenges faced by nurses in their practice, such as state laws that restrict their scope of work, and professional conflicts that undermine the nurses’ ability to provide advanced and general healthcare. Accordingly, the report advocates for nurses’ freedom to practice “to the full extent of their education and training” (RWJF Committee Initiative on the Future of Nursing & IOM, 2010). Towards this end, the report recommends that the licensing and practice laws, which vary across the sates, should be harmonized to streamline the scope of practice for specific categories of nurses. For instance, nurses of the same qualification should be allowed to prescribe medications in all states, unlike the current situation whereby some states permit registered nurses to give prescriptions while others prohibit them. As a result, nurses’ practice is restricted by respective state regulations rather than level of education and training. By shifting focus to level of education, nursing professionals will be free to apply their clinical skills, critical thinking, and analytical abilities to provide care in different settings (Phyllis, 2009). The adoption of uniform laws regarding nurses’ scope of practice will promote coordination and collaboration within the nursing profession at local, state, and national levels.
