At the federal level, it is the role of the Department of Health and Human Services (HHS) to oversee the financing of various federal health insurance programs such as Medicare and Medicaid. HHS also administers the Affordable Care Act (ACA). The Department of Labor (DOL) is another federal institution that oversees the administration of employer-sponsored health programs. Within DOL, there is the Employee Benefits and Security Administration (EBSA) that oversees the administration of ERISA-related issues.
