The health care system in the country currently is predominantly nurse-based, which requires every practicing nurse (and students as well) to have the competence and expertise to manage the burden of disease of the country, and meet its health care needs. Generally, incompetent human resources for health undermines the ability of countries to enhance not only health outcomes, besides the performance of the health care systems (Nash, & Goldfarb, 2006; Nagelkerk, & Huber, 2013). Following the high prevalence of HIV/AIDS with new guidelines in the country, we have proposed a quality improvement program which aims at initiating a HIV/AID care management seminar for the hospital's 30 practicing nurses (19 qualified, and 11 students); 10 nurses in per week. This is because the rate of admission in our comprehensive care clinic has gone up by 70 percent since its operations in 2013. The hospital is looking forward to expanding the CCC by January 2015. Furthermore, both pediatrics and adult wards have seen an increased admission of PLWHA from 43 beds per annum to 104. Among others, this made the hospital in May 2014 to initiate a medical ward construction to accommodate a new bed capacity of 200, by January 2015. Based on these new developments – including new guidelines from the Ministry and National HIV/AIDS body, there is a need to train all our nurses. With funding from the hospital, this initiative is aimed at improving the quality of health services in the hospital. The seminar will be held, and participants accommodated at the Black Ville Hotel.
The main objective of the seminar is to initiate continuous quality improvement for all the 30 employees, registry, travel, and student nurses in the hospital. Through the seminar, the nurses will update and sharpen their skills on HIV/AIDS management and care. With the rising number of PLWHA enrolled in the hospital, the nurses will also be equipped with the necessary skills to handle larger numbers of patients. They will, further, be updated on the new guidelines on HIV/AIDS care and management launched nationwide by the Ministry of Health and Social Services, and the National HIV/AIDS Care and Management Program. Among the deliverables, the team will be evaluated for certification. Based on the estimates of time, cost, and resources, projected for the program, there will be three significant milestones, including: approval of trainers from the Ministry, initiating the seminar, and program evaluation.
