The coordinated arrangement of medical services to individuals and communities is referred to as healthcare. It has been part of the everyday life of a person from the moment he was born. As it is needed, it also needs to be monitored with its utilization, evaluation, and quality assurance to provide better and more sustainable services for the people (Staff Writers, 2020).
Healthcare quality is reflected through excellent medical services. It is the extent of increasing the probability of desired health outcomes while remaining consistent with existing clinical knowledge through the medical programs for communities and individuals. It is further defined by the Institute of Medicine (IOM) with its domains or properties. The IOM domains include effectiveness, efficiency, equity, patient-centeredness, safety, and timeliness. In addition to the IOM's framework, it is also essential to consider the consumers' outlooks of healthcare needs. According to the Foundation of Accountability (FAACT) research, reporting categories were made which show the consumers way of thinking concerning their well-being, and these are staying well, getting stronger, coping with illness or disability, and dealing with underlying death (Agency for Healthcare Research and Quality, n.d.).
To know the quality of a healthcare service, quality measurements are used. It is a means of assigning a numerical value to the level of treatment provided concerning a criterion. It tells and helps explain the observable level of activity such as immunization rate, parental satisfaction, referrals, but not why that level occurs. The findings are unable to disclose the factors responsible for variations in assessed quality levels. Quality measures are tools that help evaluate Health plans or programs, hospitals, and health care practitioners. For this measurement to be used, there must be a responsible party that can be tracked down, held liable over the activities that have been observed, has some control over the element of treatment that is being assessed.
