The introduction of computer and Information Technology in Healthcare organization is significantly leading to an increase in performance and efficiency. Importantly, this leads to a streamlined workflow, thus increasing the speed of collecting patient's historical information that is required to enhance treatment. Through the adoption of Information technology in healthcare facilities, patients' safety, privacy, and confidentiality have maintained. It is achieved through the implementation of electronic health records (NA, 2014). The EHR can only be viewed by the patients, or through patients' patients; thus, their health information is well encrypted against unauthorized personnel. This paper will analyze the roles of health officers in securing competitiveness and efficiency in healthcare Information Technology systems.
Responsibilities and Key Characteristics of the Chief Information Officer and Chief Technology within Health Care Organizations.
Briefly, a chief information officer is a job title given to an individual who is in charge of computer systems and information technology program required to support the healthcare organization's goals and objectives. CIO use their technical knowledge to ensure that the information they control is secure, safe, and easily accessible when needed. The Chief Information Officer is responsible for all technologies that operate the organization internally. CIO ensures that the medical officers are adequately involved in the use and improvement of the IT systems. By doing so, the clinicians will become computer proficient, thus increase inefficiency. In addition to this, CIO must ensure that all the healthcare employees in their organization are conversant with the use of IT systems.
Chief Technology Officer is responsible for all technologies that enhance the organization growth externally. The CTO is always updated on new technologies in daily life and has to evaluate their benefits in the health care system. Chief Technology Officer is also in charge of supervising all the IT managers and evaluate the managerial skills. CTO ensures that they check on the investment returns in determining IT projects to be implemented the healthcare organization. CTO provides that all systems in the healthcare center are functional, thus increasing their performance and efficiency.

The primary role CIO and CTO officers are promoting efficiency and easing the usage of the IT systems. They are also in charge of ensuring that all employees in a health care organization can access and use the hospital's IT system properly. The officers should guarantee health care employees training on how to run the system. By educating them, they will gain technical knowledge that makes wok easier. Seminars should be held to facilitate training. The healthcare officers should make use of the hospital's website through the creation of a chatbox where support officers can help customers who have difficulties in using the site. Preferably, the health care organizations should have customer service personnel to whom customers can call and receive help on health care matters.
