The phrase that the college education helps a person to “know a good man when you see him” would mean that college education makes it possible for a person to identify a man or a woman who has more liberal culture and broader outlook than people who have not been collage. Additionally, the skills and competence acquired by individuals who have been through college make it possible for them to become an efficient instrument that can handle well-defined things more efficiently. Collage people also understand better ways of spending the light among other members in the community and this makes it possible to identify the people who have been through a college education.
