SHEEO (The State Higher Education Executive Officers) is a national association made up of statewide chief executives responsible in governing, making policies, and coordinating boards of postsecondary education (Tandberg & Laderman, 2018, p. 1). SHEEO association was founded in 1954, and its main plan was to serve members of different states as their advocates between the states and federal government. Moreover, SHEEO seeks to advance educational practices and public policies intending to help students to access and complete their higher education (State Higher Education Executive Officers, 2018, p.7). SHEEO association owns a financial program known as The State Higher Education Finance.
The program offers to fund to students seeking higher education. SHEOO provides a SHEF report yearly to create an understanding of policy decisions in each state. On the annual report that was released on 2017 showed that most of the states were relying heavily on tuition despite the increased state funding (Chakrabarti, Gorton & F. Lovenheim, 2017, p. 18). There may include countries that benefit from this program. They include the U.S, California, West Virginia, Florida, and Maryland. Maryland is my home state has been benefiting from this program for a long time. However, the state funding has been fluctuating each year, sometimes dropping and sometimes going up (Tandberg & Laderman, 2018, p. 2).
Full-time equivalent enrollment fund is used to equate student’s credit hours to fulltime and academic year students (State Higher Education Executive Officers, 2018, p. 7). However, the fund excludes medical students from all institutions. Comparing the one-year percentage change of the Full-Time Equivalent Enrollment Maryland state in public higher education. Maryland change has received a significant difference as compared to the US state (Tandberg & Laderman, 2018, p. 7). Maryland has received a change of negative 0.5 percent, while the US has received a change of negative 0.1 percent. This fund is allocated to the states according to the number of students enrolling in public schools. However, most of the time, the number of students enrolling in individual schools goes up or down depending on the market of the courses offered in the institutions. US state has a vast number of students enrolling in both independent and public schools as compared to Maryland states (State Higher Education Executive Officers, 2018, p. 8).
Education appropriations are referred to as a measure of state and local support available for public higher expenses inclusive of AARA funds.
