A lot of reports, newspaper accounts, media releases, video documentaries, literary articles and other forms of print sources have been produced and circulated about the catastrophic U.S hurricane of 2005, the infamous hurricane Katrina. Most of the reports are empirical, but also a good number of them are polemical- they try to bemoan the bad strategies the government used in the wake of the hurricane. On all the reports produced on the risk management of the incidence, all of them agreed unanimously that the government agencies bungled the operation. The four phase of disaster management which includes mitigation, preparedness, response and recovery will be discussed in the case of Katrina's situation. Successful disaster management preparedness, response and proper rescue operations in the future largely depends on the degree of strategic management that the government would put in place. Such management capacity to be achieved requires continuous processes that integrate planning that is focused on issue, externally oriented and opportunity seeking.
Initiatives such as FEMA and DHS have attempted a few advancement in their exertions to actualize the demonstration since it was authorized in October 2006.
