The performance-based and developmental views of HR share several similarities and differences. One important similarity between the two is that they share the same end goal. The two perspectives seek to improve the performance of the organization. Another similarity is that for both views, the organization pays for the cost of human development. Perhaps the differences between the two perspectives are clearer. While the performance-based HRD view focuses more on the organization, the developmental HRD perspective concerns itself with the employees' affairs. As Kopp (2014) informed, the performance-based view of HRD takes on the bottom-line perspective, meaning that employees are primarily trained to improve their productivity and, consequently, the organization's performance.
